In the mid-1900s there were over eighty thousand public school buildings in the United States housing approximately thirty-nine million pupils. Many were constructed thirty or forty years earlier and have approached the end of their useful life without requiring major retrofitting or replacement. Rising construction costs prompt school systems to investigate alternative means of housing rapidly growing student populations. This study traced the historical background of the school facility and the development of school construction relative to the function of education.

"There was cause for celebration last March 6 at the Department of Commerce building in Washington, D.C. The achievement was the recording of 250 million on the bureau's "population odometer," a device which records the population of this nation at any moment.

Based upon average births, deaths, immigration and emigration, a number is added every 14 seconds to the odometer, for a daily increase of about 6300. "Size rather than number of voters is the criterion used in establishing district size. The difference in size between the largest and smallest districts from the ideal district, where all districts have the same population, is a source of contention. In 182 when Providence changed from 13 to 15 wards, there was a deviation of 10.6 percent between wards, deemed acceptable by the courts because, the judge ruled, the US Supreme Court has said 1.9 percent is acceptable. In the recent Johnston case, the total deviation came to 52.7 percent--a figure much too high to accept."

The Community Service Intervention Program (CSlP) is a unique public agency response to a multifaceted set of problems confronting low income residents living in Oregon 's largest public housing project. The primary goals of the CSIP are to reduce crime, reduce the fear of crime among residents, and to improve the quality of life of the families living in Columbia Villa/Tamaracks.

In 1983, the Oregon legislature enacted the nation's first recycling bill. The bill called for a state-wide curbside recycling program in communities of 4,000 and over, aimed at reducing the volume of waste going to landfills and increasing participation in recycling. In the Portland area, the curbside recycling effort has focused primarily on single-family residences, while multifamily dwellings, including apartment buildings and condominiums, have received less attention. One of the most serious problems confronting Portland's recycling efforts is gaining the cooperation of apartment building owners, managers, and tenants to participate in source separation and recycling.
