The purpose of this study has been to present a description of an inner-city neighborhood in the Northwest District of Portland, Oregon, and to identify educational needs and opportunities in broad terms. It provides a detailed description of the community, the educational institutions located within the community or utilized by students from the community seeking a high school education, and a community based agency, Friendly House, Inc. The creation or adaptation of planning tools will in all probability be an integral feature of the future development of social planning practice. One tool that offers a great deal of potential utility if it can be adapted to the constraints of the social planning milieu is matrix analysis utilizing input-output matrices. The specific focus of the proposed study is on the public welfare system of theaged in the United States. This bibliography was developed in support of a masters thesis entitled "World's Fairs and Their Impact Upon Urban Planning". Traditionally, the major purposes of world's fairs have been to provide entertainment, serve as centers of trade and serve as educational experiences. A fourth purpose has evolved in the United States in the past seventy-five years, paralleling the growth of city planning. This purpose is to achieve long-range permanent benefits for the host city.
