The provision of local government services within the urbanizing area of northwest Clackamas County has posed a difficult challenge for a number of years. This report examines the financial aspects of providing urban services to a study area with the following boundaries: the Clackamas County/Multnomah County line to the north, Interstate 205 to the east, highway 224 to the south, and the City of Milwaukie to the west.

Creating and maintaining up-to-date sharable Geographic Information SystemsTransportation (GIS-T) data is challenging. Many states are working on Transportation Framework efforts to build a complete, consistent, and current transportation data layer in conjunction with the NSDI and Geospatial One-Stop efforts. This paper summarizes an effort that systematically re-examined transportation data sharing issues as part of the development of a Transportation Framework for the State of Washington. Business needs were assessed in terms of spatial and temporal accuracy needs of stakeholders and users of a state-wide Transportation Framework. Mandating Density: The Blunt Instrument Of Smart Growth, Kenneth Dueker

This essay expresses concern that urban growth management places too heavy a reliance on densification, particularly upzoning with minimum density requirements in suburban infill situations. Increasing densities may be appropriate when other aspects of urban development can be controlled through urban design. However, evidence provided here indicates that mandating density reduces land consumption, but does not achieve other objectives of growth management, particularly street connectivity, greater use of alternative modes of transportation, and more housing choices. This analysis finds that upzoning and requiring minimum-densities, when used to regulate suburban residential infill developments, is not effective in producing quality compact development. …

Tri-Met's Experience With Automatic Passenger Counter And Automatic Vehicle Location Systems, James G. Strathman

The Tri-County Metropolitan Transportation District of Oregon (Tri-Met) is one of about 30 metropolitan transit agencies that have deployed both automatic vehicle location (AVL) and automatic passenger counter (APC) systems (Casey, 1999). These technologies are important components of the agency’s new automated bus dispatching system (BDS). The AVL and APC systems at Tri-Met recover comprehensive operations and passenger activity data at the bus stop level that is archived for later analysis. The agency has gained a reputation as an industry leader in the areas of data archiving and the application of archived data to performance monitoring and analysis.

This edition of the Periodic Atlas of the Metroscape focuses on hazard analysis, and looks at the relative danger of earthquake, flood, landslide, debris flow, lava flow, and radon throughout the Portland area. The maps are printed in 3D format, and the print edition of the Metroscape included special glasses that, when worn, give the maps a 3D appearance.

Later this year the Metro Council will face a decision about expansion of the urban growth boundary (UGB). Reaching a verdict on that question will require negotiating the conflicts between the long term regional vision described in Metro's 2040 Plan, short-term economic fluctuations, and specific local concerns. Looking at possible tradeoffs and choices facing the region, panelists at a recent Metroscape™ forum on these topics were asked to discuss the connections among implementation, design, and market challenges involved in planning for the integration of open space with denser development in regional centers.

Land use planning in a variety of forms has been coming to the ballot box in Oregon more frequently in recent years, and this raises a host of issues for citizens, planners, advocates of all stripes, and elected officials alike. Will we make planning decisions through deliberative, inclusive public processes, or will planning amount to ?yes-no? questions put before voters in the form of ballot measures? Will representative elected bodies be the decisionmakers, or will we bypass them completely with new applications of direct democracy? Planning For Regional Economic Development In Oregon: Finding A Place For Equity Issues In Regional Governance, John Provo

While the state of Oregon is cited in the new regionalism literature for exemplary land use and environmental planning, this paper focuses on the treatment of equity issues. Implementation of a revised statewide regional economic development program is discussed, contrasting efforts in the metropolitan Portland area with rural southeast Oregon. Despite following very different planning and grant-making processes, both introduced equity issues concerned with ensuring access to the economy. In Portland this meant aspiring to connect economically distressed communities with a successful regional economy while in southeast Oregon a distressed region hoped to connect with the state's growing economy.

In January 2002, Metro Regional Parks and Greenspaces (Metro) and North Clackamas Parks and Recreation District (NCPRD) contacted Portland State University's Planning Workshop class for assistance with a regional trail planning project. Metro is the regional government for the Portland metropolitan area. Within Metro, the Regional Parks and Greenspaces staff administers the parks, open space, natural area, trails and greenways acquisition program for the citizens of the region. NCPRD is a special service district of Clackamas County that provides park and recreation services to communities in the northern portion of the county.
