The Bosco-Milligan Foundation is proud to present "Cornerstones of Community - The Buildings of Portland's African American History". This publication had its start in February, 1994 when we sponsored a seminar and walking tour at Mt. Olivet Baptist Church to celebrate Black History Month. In the preparation for that program, we knew we had barely scratched the surface in identifying and documenting the buildings associated with African American individuals, institutions, and events throughout Portland's history. Using 1990 U.S. Census data, this report has documented the characteristics of people moving to and from Oregon between 1985 and 1990. Substantial migration occurred during this time with about 404,000 people moving to Oregon and about 281,000 people leaving Oregon. Approximately one half of the people moving to Oregon came from California and Washington and about 60% of the people leaving Oregon moved to these two states. Differentials were found in the characteristics of in- and out-migrants. In particular, in-migrants were more likely to be below poverty, 65 years of age and older, and have difficulty speaking English than …

Least Cost Planning or Integrated Resource Planning is used in the electric utility industry to broaden the scope of choices to meet service requirements. This typically includes methods to reduce the demand for electricity as well as the more traditional electric generation options. Techniques have been developed to compare the cost of electricity generation with the cost of meeting service requirements by reducing electricity usage. In addition to cost considerations, utilities typically take account of uncertainty associated with forecasts and a variety of other considerations in specifying their least cost plan.

Homelessness is a major problem in Portland. Many people here cannot afford housing of any kind. Although the total number of homeless people in the city is not known, an estimated 14,000 Multnomah County residents spent time in homeless shelters during some part of 1993.

The goal of our group, which came together in November of 1994 in Portland State University's Planning Workshop, was to find ways to "improve the lives of homeless campers." Oregon Population Estimates and Reports

This report provides population estimates for Oregon, its counties, and cities for the years 1980 through 1994. As mandated by Oregon law (ORS 190.510 to 190.610), the Center for Population Research and Census at Portland State University, acting on behalf of the State Board of Higher Education, annually estimates the July 1 population for each county and incorporated city in Oregon. These population estimates are used in the allocation of certain state tax revenues to cities and counties.

From December 1994 through March 1995, the D2T2M consulting group took a serious look at the future of Civic Stadium and its position in the regional community. This study was prepared for the Portland Metropolitan Sports Authority.

In an effort to develop a series of alternative scenarios on the future of Civic Stadium the group conducted an exhaustive series of interviews and a national data search. These interviews included financial experts, event promoters, current tenants, city and regional officials, stadium experts, concerned citizens and others.

Pretrial release (PTR) is the permanent or temporary freedom from incarceration for criminal defendants awaiting adjudication of their cases in court. From Anglo Saxon times in England, people accused of non-capital crimes were generally permitted to remain free until judicial officials could hear the charges against them. In America, pretrial release has been advocated by the courts since the colonial era. The U. S. Constitution requires that bail not be excessive, but leaves governments free to decide how bail laws are administered. The study briefly traces the historical developments of PTR up to the present time. The study then centers …
