In a highly globalised, competitive world, urban strategies often highlight festivals and events as activities which can attract tourists and investors, extend the tourism season and boost the economy. Event tourism as a term is now well established in the tourism lexicon, however, it is usually employed in quite a limited way that offers only partial insights into a complex phenomenon. In The Midst Of An Epidemic: How Print Media Shapes Policy Feedback To The Opioid Crisis, Peter S. Federman

As opioid addiction has spread across the country, media discourse around opioid abuse has consistently increased. A content analysis of local newspaper articles from the state of Massachusetts reveals that political and administrative officials conceive of Narcan in distinct ways. Administrators, including police and fire officials, see Narcan as a means to accomplish their organizational mission. Conversely, elected officials are primarily concerned with cost, legal ramifications and the broad impact of the opioid crisis, remaining disconnected from street-level concerns. Police body-worn cameras (BWC) emerged on state policy agendas to improve public accountability and mitigate social equity concerns in the wake of a national debate on police violence. Some, but not all, states adopted BWC, suggesting several state-level factors determined the policy making process. We develop a two-step political model of state criminal justice policy (adoption and implementation) that incorporates three distinct political actors: law enforcement groups; traditional advocates for civil rights/liberties; and new advocates for social equity/justice. This paper addresses an important question: what can a highly complex public health situation such as the Dallas-Fort Worth Ebola outbreak tell us about the use of discretion by executive level public administrators? The public administration literature is rich with evidence of street-level bureaucratic discretion, but has not explored executive level discretion decision making. The authors argue that in highly complex situations of uncertainty, such as in the case of the Dallas-Fort Worth regional Ebola emergency response, the executive use of discretion translates to decisions under the conditions of uncertainty. The purpose of this exploratory study is to attempt to identify particular public policies which have the potential to increase the economic viability of smaller metropolitan areas and cities. We identify characteristics associated with smaller metro areas that performed better-than-expected (winners) and worse-than-expected (losers) during the 1990s, given their resources, industrial mix, and location as of 1990. Once these characteristics have been identified, we look for evidence that public policy choices may have promoted and enhanced a metro area's ability to succeed and to regain control of its own economic destiny. The distance between farms and cities and the limited access that some residents have to fresh foods can be detrimental to a city's capacity to feed people over time. This study addressed the under-studied topic of urban farming as a secondary food source, specifically by exploring the opportunities and limitations of urban farming in a large Northeastern city. Brundtland's food policy was the pivotal theory supporting food production to end global starvation, and was the link between environmental conservation and human survival. This study found that – based on certain configurations of communities and cost considerations – it is economically viable to consolidate public safety answering points (PSAPs) in Highland Heights, Lyndhurst, Mayfield Heights, Mayfield Village and Richmond Heights, Ohio. When comparing 2012 staffing and noncapital costs to estimated staffing and noncapital costs for a consolidated PSAP, the consolidated PSAP would provide an estimated collective reduction in staffing and noncapital costs of ranging from $775,400 to $1.19 million. The study conducted by the Center for Public Management (PM) found that, for two of three scenarios analyzed, it is legally, technologically, and financially feasible to consolidate public safety answering points (PSAPs) in South Euclid, Beachwood, Euclid, Shaker Heights, and University Heights, Ohio. Of the scenarios found feasible, the study estimates a decrease in costs ranging from almost $687,700 to $1.1 million, depending upon the configuration of the PSAP. When factoring in capital costs, the savings ranges from $555,000 to $898,000, but lead to an increase in costs of $189,000 in a PSAP dispatching for police only. At the local …

This report provides an assessment of the feasibility of consolidation of the public safety answering points (PSAPS’s) in Perry County, Ohio and the Village of New Lexington (in Perry County), Ohio. The report describes the methodology used to assess the feasibility of consolidating these PSAPs. The findings are that consolidation of PSAPs and dispatch services among the participating entities would not be feasible if the decision is made purely on costs. However, a consolidated PSAP would reduce the duplication of services and redundant capital projects. This in turn would free up funds to maintain and replace capital items as they …

In 2008 the Federal government enacted a Neighborhood Stabilization Program (NSP) to address the neighborhood effects of the late-2000s foreclosure crisis. Congress subsequently funded a second and third NSP. This research employs mixed methods to examine the effectiveness of the first round of the NSP in three Florida jurisdictions. The results are analyzed within the larger context of substantive housing theory and federal housing policy. The success of the program is evaluated using a mixed-scanning procedural planning theoretical framework.

Drawing on the concept of sexual geography, this study examines the social and political meanings of sexualized spaces in the urban geography of Portland, Oregon between 1970 and 2010. This includes an examination of the sexual geography of urban spaces as a deliberate construct resulting from official and unofficial public policy and urban planning decisions. Sexual geographies, the collective and individual constructions of sexuality, are not static. Nor are definitions of deviant sexual practices fixed in the collective consciousness. Pietro Nivola, a senior fellow at the Brookings Institution, addresses these questions.
