This report provides a school Enrollment Forecast, including demographic information, for Portland Public Schools. The report considers several factors that are likely to affect the school district's enrollments between the present and 2010, including the future number of births, net migrants, and the proportion of school-age children and youth enrolled in the public schools. This is the second report that forecasts future enrollments for the Portland Public Schools. The first report (dated July 2000) was based on October 1999 enrollments; this report relies on October 2000 enrollments. Estimating Poverty Rates In A Metropolis: The Example Of Los Angeles/Long Beach, Robert G. Mogull

The Journal of Sociology & Social Welfare

This study develops a technique to estimate and project annual rates of poverty for a large metropolitan area for various segments of its population. The annual estimates and projections are based upon the official rates compiled by the Bureau of the Census.

Using Los Angeles/Long Beach as the site of the experimental example, the evidence reveals a substantially increasing trend in the incidence of poverty for the overall metropolitan population. This increase is caused by the dramatic rise in poverty within the Hispanic and Children population groups. Trends in poverty are negative, however, for the Elderly, Blacks, Female Family Heads …

The construction of Interstate 10 on North Claiborne Avenue in the mid-1960s is seen by many in the historic downtown New Orleans neighborhoods of Treme and the Seventh Ward as a pivotal event in the life of their community. For many years, North Claiborne, with its broad, oak-lined median, had served as an anchor for the social, economic, and cultural life of this predominantly Creole and African American community.

Bear/People Conflicts In Gatlinburg, Tennessee: An Analysis Of The Social, Political, And Ecological Elements, Kate Mitchell Newton

Nuisance black bears cause property damage, threaten public safety, and heighten wildlife use conflicts among people across the United States. Wildlife managers have solutions to control nuisance black bear behavior and the accompanying conflicts that occur. The solutions are to require bear-proof garbage disposal, to prohibit intentional feeding, and to educate the public about black bear behavior. However, these solutions are either slow to be adopted or are ignored by local legislative bodies.

In 1999, Gatlinburg, Tennessee, adopted a local ordinance mandating bear-proof garbage containers. This thesis will explain why the city of Gatlinburg adopted the ordinance by documenting the …

Inner-city business development is often proposed as a solution to inner-city poverty. However, research evidence suggests that creating new jobs in the inner city is unlikely by itself to significantly increase the employment or earnings of the inner city poor. Public subsidies for inner city business development may be justified by greater environmental, congestion, and fiscal benefits of inner city vs. suburban business location decisions. The research evidence suggests that some boost in inner city business development may be provided by a combination of economic development incentives with enhanced public services. This report provides a student enrollment forecast, including background demographic information and analysis, for Lower Columbia College (LCC). The report considers several factors that are likely to affect the College’s enrollment between 2000 and 2010, including and the geographical areas within and surrounding the service district (Cowlitz and Wahkiakum Counties, the cities of Longview, Kelso, Woodland and others in the vicinity). Five different scenarios of population, housing, and enrollment participation changes were developed to demonstrate their effects on enrollments. The town of Yarmouth currently has a $30 million septic sludge treatment plant and transport lines in place. The vast majority of the dwellings and businesses in the Hyannis Park area are on septic systems that are viable and Title 5 compliant, regardless of age. Conventional, "non-failing" septic systems, however, were never intended to remove form their effluent nutrients such as nitrogen. These have become recognized as an environmental threat only as our understanding of the impacts of excess nutrients on ecosystems has increased in recent decades.

Urban Violence Among African American Males: Integrating Family, Neighborhood, And Peer Perspectives, M. Daniel Bennett Jr., Mark W. Fraser

The Journal of Sociology & Social Welfare

Even though rates have declined in recent years, violence is a serious problem in many American cities. This paper reviews recent perspectives on violence among young, urban African American males. Special attention is afforded the "father absent" hypothesis, the effect of poverty, the character of neighborhoods, the roots of self-efficacy, and peer influence, particularly the influence of street codes. The latter are argued both to regulate some situational behavior and to promote the use of violence in disputes over social status, drugs, and money. The authors discuss implications for policy and community development.
