Despite decades of reforms and technological innovations, increasing evidence shows that state securitization disproportionately harms already racially, spatially, and socio-economically marginalized communities. My research investigates uneven impacts of state securitization, from punitive welfare programs to school surveillance to policing. Across sites, I focus on scales, voices and the everyday lived experiences often left out of scholarly discourse and sensational media. In the current climate of growing awareness and scholarship on police violence, my dissertation addresses three less-studied areas: 1) the interplay between racial, gendered, spatial, and technified police practices; 2) how these practices impact the everyday lives of those racially …

As citizens interact with the police more than most civil servants, increasing the citizenry’s confidence in police is key to helping maintain rule of law and internal stability within a state. One of the key areas to be investigated in the pursuit of better police-community relations is on the impact of public services and housing on police legitimacy. This article is a case study of the Morris Justice Project (MJP), a participatory action research (PAR) study in a South Bronx neighborhood of New York City (NYC) designed to understand residents' experiences with and attitudes towards the New York Police Department (NYPD). An illustration of public science, the research was conducted in solidarity with an emerging police reform movement and in response to an ongoing and particularly aggressive set of policing policies that most heavily impacts poor communities and communities of color. After apartheid was repealed in South Africa, the country’s system of forced segregation officially ended. Vestiges of racial discrimination remain, however, including spatial segregation in housing, income inequality, and huge disparities in the government’s provisioning of basic services. The poorest of South Africa’s citizens live in peripheral communities, far from city centers and employment hubs. The poorest communities often lack safe streets and safe toilets. Whereas wealthier South Africans are able to pay private policing companies to provide armed security, those in the poorest of communities must live with regular fear of violent crime. Why is sexual violence more pervasive in the Eastern Cape Province of South Africa than in the Northern Cape Province? Most research surrounding sexual violence in South Africa attempts to answer why rape happens, but doesn’t attempt to understand why individuals choose to report sexual violence crimes to police. This paper looks at three variables—chieftaincy and regional identity, physical space, and medical clinics—to explain why people do or do not turn towards the police to report rape. The tradition of chieftaincy in the Eastern Cape was constitutionalized with the rise of the African National Congress. Customary law is still used …

The majority of scholarly research on graffiti and street art has examined this phe- nomenon in terms of its distribution and the nature of the perpetrators. Rarely has the law enforcement response been investigated. To better understand this neglected aspect, the investigators constructed a survey that they administered to a sample of officers in a large Mid-Atlantic police department to determine their attitudes, in particular their perceptions, regarding graffiti, street art, and perpetrators of this behavior. The survey takes into consideration important police-related variables and situational factors to provide a portrait of officer perceptions. The major finding indicates that the …

Policing, Crime, And Legitimacy In New York And Los Angeles: The Social And Political Contexts Of Two Historic Crime Declines, Jeffrey Fagan, John Macdonald

This chapter tells the story of policing, crime, and the search for legitimacy over the past two decades in Los Angeles and New York City. Throughout this complex political, normative, and legal landscape, crime rates dropped dramatically in each city to levels not seen since the early 1960s. The chapter begins with a discussion of the evolution of policing in the two cities, assessing reciprocal and dynamic changes that reflected both the crises of crime epidemics and crises within the police. Next, it examines the role of litigation on the evolution of policing. Policing regimes in each city were challenged …
