Mitigating The Portland Housing Crisis: Analyzing How The City Of Portland's Policies Can Better Facilitate Continuous Affordable Housing Development, W. Hayden Farris

In this thesis I ask: What policies should the City of Portland, Oregon, enact to increase the supply of affordable housing? To answer this question, I first outline the current state of housing in Portland and current policies affecting housing in Portland. I then provide a review of scholars' findings on effective housing policies in the United States, Europe, Australia, and Thailand. Finally, I compare these scholars' recommendations to the current policies in Portland to determine what policies the City of Portland should maintain, how policies can be improved, and what policies should be considered for new implementation. On October 31st, 2016, the City of Portland instituted an ordinance requiring the deconstruction of all residential homes and duplexes built prior to 1917 or possessing a historical designation. Deconstruction is a relatively new industry, and with this local regulatory encouragement, several new contractors became certified to participate in the expanded market. This report provides background on the industry, largely from the 2016 report researched and written by the Northwest Economic Research Center (NERC) in anticipation of the requirement, and an examination of what has occurred in the year following the ordinance’s passage, using deconstruction and demolition permit data and …

Housing embodies much more than just a physical commodity. In addition to being an investment, it is our shelter, right to privacy, connection to community, and access to recreation and necessities. Homeownership has long been hailed by social and housing advocates as an economic stabilizer for low to moderate-income neighborhoods. Low Income Housing for Native Americans of Portland, Oregon (LIHNAPO) was created in 1993 in response to the urgent need for affordable housing for Native Americans in Portland. We are pleased to present the eighth edition of the Neighborhood Information Profiles. The Profiles were last published by the City of Portland's Office of Finance and Administration in 1986. This edition is based on the 1990 Census data.

This demographic report includes Census data compiled according to the boundaries of each of the 90 recognized neighborhood associations in Portland. The information about boundaries was gathered from neighborhood by-laws and interviews with neighborhood leaders. The boundaries are current as of August 31, 1992.

Evidence of physical decline due in part to the rapid encroachment of commercial and industrial activity into some of Portland's residential areas in the mid-1960s and efforts to combat the forces of time and change through neighborhood revitalization provide the basis for this study. Additionally, some of the characteristics often employed in explaining the phenomenon in cities are manifested in the city of Portland. For example, Portland is endowed with a distinctive and well established downtown area that provides opportunities for the establishment of businesses as well as white-collar job opportunities.
