Long after other areas of Oregon had already done so, the local agencies in the Portland region served by the Oregon Department of Transportation decided to form a regional Area Commission on Transportation. Why they decided to do so and what caused local agencies to delay forming one until long after other regions was not immediately clear. This paper seeks to explore how a shifting economic model and an increasing influx of U.S. tourism, customs, and products will impact consumerism and waste in Cuba. The paper begins by charting the rise of an unwitting conservationist culture among Cubans, built out of necessity as a response to Castro-era economic hardships. This is followed by a discussion of recent Cuban economic reforms and the rise of tourism, private enterprise and material luxury in Cuba. Homeless, transgender youth are underrepresented in research studies in the United States and over-represented among the lesbian, gay, bisexual, transgender and queer (LGBTQ) transitional-age (16 – 24) homeless youth population, at a reported 20 - 40% of the entire homeless youth population. Although this figure is staggering, it is not representative of the actual number of LGBTQ youth currently living on the streets. Exact numbers are unknown due to fear of victimization and discrimination faced both by their homeless peers and in services that are established for homeless youth. I focus this inquiry on the impact that gentrification has had on black business and entrepreneurship in the Albina District of Portland, Oregon. The Albina district of provides a unique opportunity to measure the effects of gentrification on black business and business development because the area has historically been a residentially segregated black community and has seen dramatic changes due to gentrification in the past decade, including an influx of middle class, white residents.
