American military involvement in the Great War is a widely discussed aspect of the conflict. The period following the war is often considered an example of American isolationist foreign policy. Lesser well known are American efforts to provide food relief to starving populations in Europe, which began during and continued well after the war's conclusion. This paper seeks to locate American relief efforts within broader postwar foreign policy. This paper analyzes the beginnings of diplomacy between the United States and Saudi Arabia during the interwar years and World War II. It explores how national interest was decided upon, how oil companies affected American foreign policy, and the American government’s strategic interest in Saudi oil reserves.

In December of 1989, the United States launched Operation Just Cause, a military invasion of the country of Panama, capturing Manuel Noriega and overthrowing his government. This research project examines how Colin Powell, Richard Cheney, James Baker, and George H.W. Bush presented Operation Just Cause in their memoirs. It attempts to determine how these senior leaders’ depictions of this invasion incorporated it into the Bush administration’s overall foreign-policy strategy. The history of the Caribbean is one infested with slavery, colonialism, imperialism, and coups d’état. The common narrative of the 1920s is either to largely ignore the nation during this time and the men who presided over it or to simply dismiss the decade as a time of isolationism and Republican failure and the three presidents as corrupt, lazy, silent, or incompetent. The problems of the more typical narratives are most starkly shown in the realm of foreign policy. In the late 1950s, the Cold War competition between the United States and the Soviet Union turned the Congo as one of the most volatile regions of the Third World. Because of Belgium's failure to effective decolonize the Congo, and because of the secession of two of the richest provinces of the Congo, the country would quickly fell into chaos and a civil war that would force its former colonial power to maintain its economic and military influence in the region. Contemporary scholarship has shown that J. William Fulbright's defeat in 1974 was due to a plethora of reasons including his opposition to America's involvement in Vietnam, lackadaisical attitude towards the monolithic threat of Communism, connection to the Washington establishment amidst the Watergate scandal, and old age. Scholars, however, have not paid enough attention to the role Fulbright's Middle Eastern stances played in his final election campaign. International relations scholarship begins and ends with assumptions—about human nature; about human interaction; about starting points, relative information, and outcomes. Such assumptions are necessary to further the intellectual coherence and development of scholarly work. However, they restrict the applicability of scholarly research to those situations that parallel the work's underlying assumptions.
This work argues the body of international relations scholarship as a whole would benefit from the development of a pre-theory state, absent any assumptions about international relations, from which observers can identify those works of scholarship that are most effective in explaining perceptive states and the strategic decisions taken …
