Recent years have witnessed an alarming increase in youth offending across Denver, necessitating a thorough analysis of factors influencing the surge, as well as areas of improvement for current intervention methods. Juvenile delinquency is largely affected by complications associated with the transition to adulthood, such as the development of personal identity or a decrease in parental supervision. A full understanding of at-risk individuals must consider risk, promotive and protective factors, as well as the interaction between these three components. Democratic Erosion Predicts Rising Deaths From Drug Poisoning And Infectious Disease, Jennifer Karas Montez, Kent Jason G. Cheng, Jacob M. Grumbach

Population Health Research Brief Series

Strong democratic functioning is good for population health. However, democratic functioning eroded in many U.S. states in recent decades. The erosion was especially pronounced for one aspect of democratic functioning—electoral democracy, which refers to free and fair elections. This brief summarizes findings from a study examining how changes in electoral democracy in the 50 states predicted changes in the risk of death among adults ages 25-64 during 2000-2019. Findings demonstrate that democratic erosion strongly predicts rising deaths from drug poisoning, infectious disease, suicide, and homicide.

English philosopher and political economist John Stuart Mill argued that people learn by choosing: this is how they become creative and productive individuals. For this reason, and because he felt that individuals are typically the most capable people to make their own choices, Mill was highly skeptical of restrictions on choice placed by a third party, such as the state.

Introduction:
E-cigarette ever use has risen significantly in recent years in Ireland, similar to trends elsewhere in Europe, the United States, and Asia-Pacific region. Results from ESPAD Ireland (European School Survey Project on Alcohol and other Drugs) show teenage e-cigarette ever use increased from 18% (2015) to 37% (2019). Given this increase, our aim is to profile e-cigarette ever users and never users in this age group; to examine sociodemographic, personal, peer, and familial factors associated with e-cigarette ever use; and to suggest appropriate measures to reduce use.

This paper is based on a data project that pulled together publicly available data from several sources to examine the scope of homelessness in the Commonwealth of Kentucky. The primary findings of the project conclude that there is a lack of data regarding counting homeless individuals, and that the available data should be examined to determine changes in the homeless population and demographics over time. On Unequal Terms: The Indigenous Wage Gap In Canada, Taylor N. Paul

Research has demonstrated that Indigenous peoples are economically disadvantaged relative to the rest of the Canadian population. However, research on the Indigenous wage gap specifically has received little attention until recently. In this article, I draw on data from the 2016 Canadian Census to investigate differences in wages between Indigenous peoples and White Canadians, and among Indigenous groups. First Nations face the widest residual gap in wages when compared with White individuals, followed by those with Indigenous ancestry. While Indigenous women experience an 11% to 14% wage gap, only registered First Nations men experience a wage gap of approximately 16%. …

Parties to a legal action of child abuse can be prosecuted criminally as well as charged with allegations within the jurisdiction of juvenile/dependency court. This can lead to seemingly conflicting goals regarding contact and visitation between the two parties (victim and defendant; child and parent). In essence, restraining orders or visitation orders from one court can contradict the case goals of another court. Purpose: The purpose of this descriptive, qualitative study was to identify and describe the importance of the predictors of juvenile recidivism and the effectiveness of efforts to prevent/avoid juvenile recidivism as perceived by previously detained, arrested, convicted, and/or incarcerated adult students 18 years of age and older exiting from alternative education in Northern California. A second purpose was to explore the types of support provided by alternative schools and the perceived importance of the support to avoid recidivism according to adult students 18 years of age and older exiting from alternative education.

In 2015 there were 4,627 homeless individuals unsheltered in Santa Clara County (Home Not Found, 2015). With very few housing options available many homeless individuals are forced to camp illegally in conditions that are unsafe and inhumane. The Gilroy Compassion Center has addressed the need for an interim solution to homelessness with its Almost Home Camping Program. This program provides stability to individuals who participate by providing transitional housing in a campground setting as an alternative to camping illegally. In her article "Competing Visions and Current Debates in Interculturalism in Québec" Marie McAndrew posits that interculturalism is the quest for a middle path between Canadian multiculturalism (criticized for essentializing and isolating cultures) and French Jacobinism (which relegates diversity to the private sphere). The theoretical underpinnings of the three approaches are first compared using major works in political philosophy, sociology of ethnic relations, and social psychology. This paper uses the life history method to narrate the experiences of Camilla, a 19-year-old, first-year student at a four-year university. Camilla emigrated with her mother from El Salvador to the United States during her freshman year of high school. Based on two years of data collection, the author presents Camilla’s experiences at different stages, including her childhood in El Salvador, first and last year in high school, and her first year in college. In response to this, a number of countries have raised the normal retirement age in an attempt to reduce projected future expenditures on their state pension system. Informal and formal caregivers of persons with Alzheimer's disease and related dementias (ADRD) encounter a more difficult and unique set of challenges than do caregivers of individuals with general disabilities. If adequate caregiver supports are not provided, caregivers may experience increased strain as the disease progresses, increasing the likelihood of unnecessary institutionalization of their care recipients and increasing the cost to the public. We investigated whether and how a juvenile’s history of experiencing sexual abuse affects public perceptions of juvenile sex offenders in a series of 5 studies. When asked about juvenile sex offenders in an abstract manner (Studies 1 and 2), the more participants (community members and undergraduates) believed that a history of being sexually abused as a child causes later sexually abusive behavior, the less likely they were to support sex offender registration for juveniles. Yet when participants considered specific sexual offenses, a juvenile’s history of sexual abuse was not considered to be a mitigating factor. This was true when participants …

The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. Analytic applications are vital in the assessments of public health and surveillance as these applications can drive resource allocation, community assessment and public policy. Using a dataset of nearly 90,000 patient hospital encounters, the number of instances with an ICD code of HIV and co-morbidities was identified. Blacks accounted for 75 percent of HIV hospital encounters in the dataset. While business analytic applications informed this study of cross-tabulations and interaction effects among race, age and gender, there appears to be a significant relationship among HIV diagnoses and substance abuse. Residence restrictions are one of the most recent, and most controversial, public policies seeking to protect community members from registered sex offenders (RSOs) reentering society following incarceration. Residence restriction policies prohibit RSOs from living within a given distance of certain places where children might gather (e.g., schools, daycares, parks, and playgrounds). In doing so, the expectation is that RSOs will have a harder time finding and approaching young children whom they can sexually assault, thus driving sexual recidivism rates down. In this paper I provide a philosophical analysis of family-based immigration. This type of immigration is of great importance, yet has received relatively little attention from philosophers and others doing normative work on immigration. As family-based immigration poses significant challenges for those seeking a comprehensive normative account of the limits of discretion that states should have in setting their own immigration policies, it is a topic that must be dealt with if we are to have a comprehensive account.
