“I’Ve Risen Up From The Ashes That I Created”: Record Clearance And Gendered Narratives Of Self-Reinvention And Reintegration, Elsa Chen, Ericka Adams

Record clearance allows some individuals to redesignate or remove certain minor convictions from their criminal records. This interview-based study finds that both men and women seek opportunities for personal gain through record clearance, but women are more motivated by moral and religious influences and concern about reputation. Women are also more likely than men to acknowledge personal flaws, and to desire to replace criminal identities with law-abiding identities. As women redefine their identities, caregiving is especially important as a personal obligation and professional aspiration. Record clearance is particularly compatible with women’s motivations, willingness to change, and personal and professional goals.

Incarceration was once a promising crime control strategy, but over the last four decades it has increased exponentially and has been highly concentrated in disadvantaged communities. These high rates of imprisonment may be harming those communities greatly because at high rates incarceration loses its crime fighting ability and increases crime, which may compromise community safety and overall health. The current research explores the effects that high rates of neighborhood incarceration have on nonincarcerated individuals’ stress levels and mental health. Over the past several decades, all facets of institutional and community corrections have been growing. This growth has resulted in increased numbers of ex-offenders reentering society. While research has emerged on reentry, much of the research has focused on examining reentry failure as opposed to reentry success. Interviews of 40 ex-offenders and community corrections officers were conducted in Washington State to pinpoint what is needed to assist ex-offenders as they reenter society—particularly as it relates to substance abuse and mental health treatment. The problem of community reintegration emerged following the rise of the US prison population, which began in in the 1970s, disproportionately affecting US-born African American men. In this qualitative study, the researcher examined the perceptions of 17 formerly incarcerated New York City African American men to understand how they defined post-prison success after having been in the community at least three years in the wake of the era of mass (hyper) incarceration.

Through the process of record clearance, individuals can have certain minor convictions removed from their criminal records or designated as expunged. This study analyzes data gathered from semi-structured interviews with 40 persons with past criminal convictions to examine the expectations of individuals who seek record clearance and the extent to which completion of the process facilitates efforts to reintegrate into society and desist from crime. There is a current lack of reintegration services in rural Humboldt County, California. In an effort to understand the services available, and develop recommendations for future reentry services, I conducted focus groups and interviews with the currently incarcerated, service providers, and the formerly incarcerated. Some of the formerly incarcerated participants live in Humboldt County currently, and some have moved to other communities in the state of California. The persistently high rate of repeat incarcerations poses a threat to the safety of lives and properties. The problem that led to this study was the prevailing high rate of repeat incarcerations in Nigeria, despite interventions to reduce their occurrences. The purpose of the study was to evaluate the effectiveness of prisoner reentry programs in reducing reincarcerations of ex-prisoners. The focus of the research questions was on whether treatment and the type (faith- or non-faith-based) made a difference in a prisoner's reincarceration status after release.
