The paper numerically describes the nature and environment of a peaceful regime and elite change in Slovenia during 1988 - 1995. In 1991 the country (formerly a far west region of the Tito's Yugoslavia) became a new independent state and was soon internationally recognized. The paper starts with brief theoretical expectations.
