While past two decades have witnessed a remarkable educational progress in Vietnam, ethnic minority children consistently lagged behind ethnic majority children in academic performance. The government of Vietnam has stepped up efforts to assist ethnic minority students in their learning by lowering the linguistic and cultural barriers they face. Among such efforts is the textbook supply program, and we examine its impact on the learning of children proxied by vocabulary test. This article explores the discursive and practical marking of male sexual minorities in Vietnam, as targets of a series of biopolitical regimes whose aim, ostensibly, was and is to secure the health and wellbeing of the population (from the French colonial period to the present), regimes which linked biology, technoscientific intervention and normative sexuality in the service of state power. Campaigns against sex workers, drug users, and briefly male sexual minorities, seriously exacerbated the marginalization and stigmatization of these groups, particularly with the emergence of HIV/AIDS in Vietnam in 1990. This essay studies the dynamic between ethnic minorities and majority in the Vietnamese education system. By examining the appearance and representation of ethnic minorities in national literature curriculum, textbooks, and examinations, the analysis reflects the government's perspectives regarding the “appropriate” portrait of ethnic minorities' heritage and relationship with the majority. The study finds that Vietnamese education framework and content comply with the national construct of a Vietnamese identity across ethnicities. The state determines educational materials and selectively permits only aesthetic, politically benign, and Kinh-like narratives of ethnic minorities’ cultures, many written and/or chosen by Kinh authority rather than the ethnic …

Has The Development Gap Between The Ethnic Minority And Majority Groups Narrowed In Vietnam?: Evidence From Household Surveys, Tomoki Fujii

Using household data for rural northern Vietnam between 1993 and 2014, we find that the ethnic minority group continued to lag behind the majority group in various development indicators despite the overall improvement in living standards. Our regression and decomposition analyses show that the structural differences between the two groups are an important cause of persistent development gap. However, the nature of structural differences changed over time and no single source of structural difference explains the persistent gap. We argue that more minority‐appropriate policies are needed to lift poor minority households out of poverty further and reduce the development gap.

In Vietnam, the number of grandparents who become full -time surrogate parents to their grandchildren has significantly increased. When parenting is left to grandparents, they play the same role as biological parents. They significantly affect the educational functioning, developmental outcomes, and well-being of their grandchildren. Using data from in-depth interviews with 16 participants who are raising their grandchildren, the current study provides insight into children’s education in the grandparents-headed households in Vietnam. The more grandparents are involved in their grandchildren’s educational process, the more likely their grandchildren are to achieve academic success. I have found that there is a strong …

This article examines emerging strategies employed by nongovernmental organizations working in HIV/AIDS prevention and control in Vietnam that have been put to work in the recent past in the context of precipitous declines in US funding for such work through the President’s Emergency Plan for AIDS Relief (PEPFAR). These strategies foreground specific personalities in an instrumentalization of experience, expert knowledges, and identity in a delicate balance between projecting strength and indicating urgent need. Robust shipping lanes funnel several trillion dollars in trade through the South China Sea annually; and lucrative fisheries and potentially vast hydrocarbon resources fill its waters. The South China Sea also hosts a tremendously complex geopolitical puzzle which hinges on overlapping maritime sovereignty claims made by Vietnam, China, Philippines, Malaysia, Taiwan, and Brunei. In recent years, thousands of Vietnamese migrant farmers have crossed the border into Cambodia and leased land for export-oriented rice and shrimp production. Based on case studies in two Cambodian border provinces, we argue that these land transfers represent an intersection of broader processes of agrarian change that is re-shaping the Cambodian borderlands into a hybrid socio-ecological zone. Cambodian landlords and intermediaries use unequal access to politico-legal authority and the exclusionary power of the border to leverage control over their migrant tenants, thereby capturing a significant portion of the surplus from the migrants’ high-value commodity production systems and potentially creating …

Decades after the end of the war, Vietnamese people are still largely being affected by the remnants of the United States’ Agent Orange herbicide sprays. Dioxin chemical has now been confirmed detrimental to human and environmental well-being, but unfortunately it still remains in high concentrations in certain areas of Vietnam. The conflicts shaping territorial claims and counter-claims to overlapping areas of the South China Sea threatens to significantly damage Sino-Vietnamese relations, destabilize regional security arrangements, and alter the geopolitical status quo. The governments of both countries routinely invoke historical documents, commission scientific studies, and cite legal principles to justify their competing claims in the maritime region and the resources contained therein. Neoliberal logics and calculations have been incorporated into strategies for global health management as rational, technical, scientific guarantors of the integrity and dignity of The Human. NGOs demonstrate, accrue and trade in virtue to gain support, funding and prestige. War is considered one of the most intransigent obstacles to development; yet, the long-run effects of war on individual health have rarely been examined in the context of developing countries. Based on unique data recently collected as a pilot follow-up to the Vietnam Longitudinal Survey, this study examines health status of northern Vietnamese war cohorts (those who entered adulthood during the Vietnam War and now represent Vietnam’s older-adult population). To ascertain whether and how war impacts old-age physical and mental health, we compare multi-dimensional measures of health among war survivors, including civilians, combatants, noncombatants, and nonveterans involved in militia activities. …

This study analyses data from the Vietnam Study of Family Change to document trends and determinants of marriage payments in Vietnam from 1963 to 2000. We investigate the extent to which structural and policy transformations influenced the practice of payments, and estimate how societal changes indirectly impacted payments via their effects on population characteristics. Results indicate that marriage payments surged following market reform, but also reveal nuanced trends during earlier years. While the socialist attempts to eradicate brideprice appear to have been successful in the North before economic renovation, they were unsuccessful in the South. In 1997, the Population Council initiated the Horizons Program—a decade-long USAID-funded collaboration with the International Center for Research on Women, the International HIV/AIDS Alliance, PATH, Tulane University, Family Health International, and Johns Hopkins University—designing, implementing, evaluating, and expanding innovative strategies for HIV prevention and care. Horizons developed and tested ways to optimize HIV prevention, care, and treatment programs; worked to reduce stigma and improve gender-biased behaviors; and greatly expanded knowledge about the best ways to support, protect, and treat children affected by HIV and AIDS. Southeast Asia’s rapid economic growth and demographic change have brought divergent fertility behaviors, particularly those of socially excluded groups, into sharper focus. This paper explores proximate determinants of fertility across ethnic groups using a new classification system for ethnicity in Vietnam based on poverty indicators, location, and degree of assimilation of ethnic groups. For the ethnic groups that have high fertility, two major contributors are earlier childbearing and lower rates of abortion due to strong ideological opposition. Our evidence suggests that population policies will need to extend beyond provision of contraception and abortion services to address the question of early …

Vietnam’s rapid fertility decline can be explained by very high rates of contraceptive use and induced abortion, but despite the overall decline, fertility rates vary considerably across the country’s 54 ethnic groups. To explore the prospects for further fertility decline through use of abortion among high-fertility minority populations, this study analyzes unique data from the Vietnam National Health Survey to examine ethnic differentials in prevalence and determinants of abortion and contraception, using a new classification system for ethnicity. To address HIV-related stigma and discrimination, and improve the quality of care in the healthcare setting in Vietnam, the Institute for Social and Development Studies, the International Center for Research on Women, and the Horizons Program conducted intervention research in four hospitals. The study team conceptualized two fundamental causes of HIV-related stigma: 1) fear of casual transmission; and 2) negative values/social judgments and associations between HIV and certain behaviors and groups, such as sex workers and injecting drug users. Both intervention strategies successfully reduced stigma and discrimination toward HIV-positive patients in these healthcare settings. The findings show that addressing stigma …

Ethnic minorities, who tend to live in remote mountainous areas, account for 15 percent of Vietnam’s 84 million total population and, according to a recent estimate, 61 percent of them are poor. Evidence suggests that despite recent efforts by the Government of Vietnam to promote poverty reduction in remote areas, a majority of ethnic minorities have not yet experienced positive change, contrary to their Kinh (ethnic Vietnamese) neighbors who have enjoyed substantial improvement in living standards.
