This report is a midterm evaluation and documentation of the process and approach of the FGM-Free Village Model implemented in Egypt by the National Council of Childhood and Motherhood with assistance from the Population Council. In a comparison of responses from women and men in intervention groups to those in nonintervention (control) villages, data analysis shows that the program has been successful in changing views and attitudes toward female genital mutilation (FGM). FGM is an entrenched generational practice, and eradicating it in a community requires concerted effort over an extended period of time. This evaluation strongly recommends that efforts be …

Following a period of relatively rapid decline in the 1980s and early 1990s, the Egyptian fertility decline slowed down during the later part of the 1990s. The main objective of the Slow Fertility Transition (SFT) project was to better understand the current slow pace of fertility decline in Egypt and to identify policies that can facilitate decline to replacement level. This project investigated attitudes toward childbearing and, in particular, receptivity to the two-child family. The SFT project re-interviewed a subsample of 3,286 currently married women who had been interviewed in the 2003 EIDHS. Two further samples were also interviewed in …

Successive global health and development agendas have been embraced by African governments—Alma Ata in 1978, the Bamako Initiative in 1987, the 1994 Cairo International Conference on Population and Development, and more recently the Millennium Development Goals (MDGs)—only to be followed by widespread implementation failure. This paper presents an approach to program development in Ghana that is using research to accelerate policy implementation. The 1994 International Conference on Population and Development in Cairo was a watershed moment in the definition of population policies. The meeting put an end to the unproductive debate on which is more instrumental in achieving voluntary fertility decline: providing family planning (FP) services or improving social and economic development. The answer was that both are essential. The Cairo meeting also defined the most desirable services and the kind of development that was most empowering, particularly with respect to achieving reproductive choice. Knowledge, perceptions, and behavior related to reproductive health (RH) and sexual matters underlie all the conditions that family planning/maternal and child health (FP/MCH) programs address, thus these are important issues for FP researchers, population policymakers, and service providers. To achieve significant levels of fertility or mortality declines, participation of adolescents in reproductive health programs, including FP/MCH, is essential. Studies focusing on sexuality and attitudes of adolescents on RH, and the interacting influences of family, community, and the social sector developmental programs (health, FP/MCH, education, women’s development) would give useful revelations. Rapid population growth, poor and uneven economic performance, and slow progress in health and education are interrelated phenomena. However, while there is strong support for public policies aimed at economic recovery and human resource development in the Philippines, there is still a lack of consensus on the need for public policy to moderate population growth and on the role of a government-sponsored family planning program in overall population and development activities. The population of the developing world is expanding at the unprecedented rate of more than 800 million people per decade, and, despite anticipated reductions in growth during the next century, its size is expected to increase from 4.1 billion in 1990 to 10.2 billion in 2100. Past efforts to curb this growth have focused almost exclusively on the implementation of family planning programs to provide contraceptive information, services, and supplies. While these programs have been partially successful in reducing birth rates, further investments in them will have a limited additional impact on population growth.
