The majority of refugees around the world are in protracted refugee situations, living in exile for at least five years with no sign of a durable solution. There are three possible durable solutions: repatriation, local integration, and resettlement. Repatriation remains the main durable solution, but the circumstances should be conducive for return to the country of origin. In the meantime, local integration gives refugees some certainty about what to do with their lives. Local integration is a process with three interrelated dimensions: legal, economic, and social. More than 39 million children and youth who live in conflict-affected fragile states do not have access to education. With an increase in the average duration of refugee displacement from 9 years in the early 1990s to 17 years today, whole generations of children have little chance to recoup the potential educational investment lost during their years living in the midst of a humanitarian emergency. Schooling and Conflict in Darfur, a joint project of the Population Council and the Women's Refugee Commission, is a report based on a 2008 survey designed to provide a more accurate picture of the state of formal and non-formal education for displaced children of primary school age (6-14) in North and West Darfur. The findings are based on a scientifically selected sample of internally displaced persons (IDP) communities in North and West Darfur.
