Throughout its history Milwaukee has seen shifting and complex interplays among local, state and federal government policies regarding support provided to needy families through work relief and financial aid welfare payments. This paper examines three periods highlighting competing theories for work relief and welfare support that have operated in Milwaukee: (1) the city and county responses to the Great Depression in 1930-1933 with local funding for short-term work relief along with financial and commodities aid to families; (2) the federal government’s commitment for large-scale infrastructure work projects in 1933 – 1941; and (3) the Wisconsin government’s reductions in both work …

The University of Wisconsin-Milwaukee Employment and Training Institute conducted evaluation of major Wisconsin welfare experiments for the state Legislature and worked with local governments and schools in Milwaukee County (from 1990 to 2009) to help assess the impact of state and federal welfare policies on families receiving public assistance.

At the request of Milwaukee County, the Employment and Training Institute conducted an analysis of the annual child care surveys of rates and analysis of Wisconsin Shares child care subsidy program participation patterns in Southeastern Wisconsin. The analysis was conducted for administrative purposes to help improve the accuracy of the survey for rate setting purposes.

Milwaukee County requested that the Employment and Training Institute for administrative purposes report on patterns of use for families participating in child care subsidy programs to assist the county in its long-term efforts to build an effective child care delivery system for employed families. Expenditures and participation levels are detailed by a variety of demographic characteristics including age and number of children, income levels, transportation status, type of care, length of time during which subsidized care is provided, and public assistance participation status.

As part of its "W-2" ("Wisconsin Works") legislated changes in the state welfare system, the State of Wisconsin made a substantial commitment to provide day care support for low-income employed families, using federal TANF (Temporary Assistance to Needy Families) and child care block grant funds. One of the critical concerns facing parents seeking employment is provision of adequate care for their children while they are at work. Employment and Training Institute surveys of central city Milwaukee female job seekers identified lack of child care as a primary barrier to employment, and a recent assessment of AFDC mothers with very young children found that most needed help finding and financing child care. Many of Wisconsin’s current and proposed welfare policy changes impacting AFDC are based on a simple caseload reduction model which combined a very strict work requirement with AFDC benefit reductions with the goals of reducing AFDC costs, caseloads, and new applications for assistance and slowing in-migration to Wisconsin. This report examines the availability of jobs for mothers receiving AFDC and expected to find family-sustaining employment in the private sector under “W-2,” Wisconsin’s new welfare program. Despite the fact that many full and part-time jobs exist in Waukesha, Ozaukee and Washington counties, few women in the “W-2” population are likely to secure employment outside Milwaukee County. Census data for· the Milwaukee County population of women ages 18-39 indicated that only 5 percent of African American and Hispanic women (and 11 percent of white women) found work outside the county. From 1930 to the present Milwaukee city and county governments have created thousands of jobs for families who could not find unsubsidized employment and who sought county relief. Federal funds were used to create construction, education, health and office work for men and women heading families hardest hit by the Great Depression. In the 1930s in Milwaukee County federal “relief workers" helped build one of the finest park systems in the nation. In 1986 the Wisconsin Legislature authorized the Department of Health and Social Services to implement pilot programs to test the effectiveness of two approaches aimed at reducing AFDC (Aid to Families with Dependent Children) dependency and increasing the economic self-sufficiency of Wisconsin families. Two types of county level programs were established: a Work Experience and Job Training program (WEJT) to test the effectiveness of a “workfare” requirement combined with an extensive array of services, and a "workfare" program (called the Community Work Experience Program, CWEP) which would require county AFDC recipients to participate in unpaid community service jobs. In June 1988 the Wisconsin legislature authorized that an independent evaluation of the state’s “Learnfare” experiment be conducted, and in July 1989 the Employment and Training Institute secured the contract for this evaluation after a competitive bidding process. This report meets the requirement of the contract to provide a report on the state’s activities during the first two years of the “Learnfare” federal waiver. In April 1990 as part of its evaluation of the Wisconsin “Learnfare” experiment for the Wisconsin Department of Health and Social Services and the U.S. Department of Health and Human Services, the Employment and Training Institute surveyed the district administrators of the 429 public school districts in Wisconsin to solicit information on the implementation of “Learnfare” in their districts. In all, 351 school districts responded to the survey (82% of the total), including all districts in the state with forty or more AFDC teens under the “Learnfare” requirement. In July, 1987 the State of Wisconsin enacted legislation implementing a "Learnfare" policy for families with teenagers receiving Aid to Families with Dependent Children (AFDC) and who have not completed high school or obtained a GED.
