Purpose: Recent policy changes expanding community employment for people with intellectual/developmental disabilities (IDD) and awareness of the important role of family members as facilitators of these opportunities motivated this scoping review of the literature on family engagement with the IDD service system.

Methods: Researchers used Arksey and O’Malley’s six-stage scoping review methodology (2005) to map a wide range of literature to discover the resources and strategies available to families supporting people with IDD to find employment; the resources and strategies to support people with IDD and families to develop a vision of employment; and the resources and strategies to support …

Research shows that families are essential in the employment process for people with intellectual and developmental disabilities (IDD). Frequently, however, messages they receive about employment are conflicting and can vary between service systems, often due to a lack of coordination across these systems. These conflicting messages can frustrate families and negatively affect their employment expectations and their efforts to support employment outcomes. The present study examines how a well-planned and individualized engagement strategy could improve families’ expectations about employment for their family member with IDD, and how those improved expectations impact the employment planning process. Attendees learned how families have modeled employment and advocated for their children to have early work experiences similar to those of their peers without disabilities. How Youth Are Put At Risk By Parents’ Low-Wage Jobs, Lisa Dodson, Randy Albelda, Diana Salas Coronado, Marya Mtshali

In this report, we present a first-ever overview of what is known about the relationship between the status of youth and their parents’ low-wage jobs. Of the 20 million adolescents with working parents, 3.6 million (one out of every six) are in low-income families where parents have low-wage jobs. We identify several ways that young people are harmed by their parents’ low-wage, low-quality jobs that point to the urgency of this issue.

Project Hope is a multi-service agency at the forefront of efforts in Boston to move families beyond homelessness and poverty. It provides low-income women with children with access to education, jobs, housing, and emergency services; fosters their personal transformation; and works for broader systems change. The Center for Social Policy was asked by Project Hope to carry out collaborative action research to help them identify viable employment pathways, accessible in the neighborhood or through use of public transportation, for parents with children who have limited workforce experience and education. Massachusetts has lower poverty rates compared to the US average for all families with children. The poverty rates for female-headed families with children (single mother families) are 5.5 times higher than those of married couples with children in Massachusetts and the US.

Poverty rates for families with children differ considerably across Massachusetts’ ten largest cities, and are typically considerably higher than the Massachusetts average for all family types. Springfield has the highest poverty rates for each family type with children while Quincy has the lowest.

Surviving Against The Odds: Families’ Journeys Off Welfare And Out Of Homelessness, Donna H. Friedman, Tatjana Meschede, Michelle Hayes

Homeless families face complex challenges when making the transition from welfare to the workforce. By focusing on the experiences of homeless families participating in a Boston-based welfare-to-work program, the multimethod, longitudinal study described in this article explored factors contributing to more successful transitions as well as barriers faced by families having a harder time making the transition.

Nearly 90 percent of the families that were studied left a shelter with a housing subsidy and retained it 6 to 12 months later. Successful employment outcomes after exiting a shelter were more evident for families whose head of household was older, two-parent …
