Brunei Darussalam's national vision, WAWASAN 2035, sets forth ambitious goals for the nation's development, emphasizing a centralized governance paradigm. However, the potential of decentralized governance, as exemplified by China's mayor-led districts, offers a compelling model for achieving national aspirations. This research explores the feasibility and potential benefits of introducing mayors in Brunei's districts, drawing insights from China's successful decentralized governance structure. By fostering inter-district competition and allowing for localized policy tailoring, Brunei can enhance its adaptability and responsiveness to local nuances. The government implements social assistance programs for poor families and vulnerable groups. Therefore, the implementation is still facing various challenges. One of the toughest challenges is smoking behaviour. As the income has been increasing, the cigarette’s expense is also high. Cigarette’s expenditure substitutes other basic needs, such as nutritional foods, health, and education expenses. This study analyses smoking behaviour in social assistance recipients and its impact on quality of life. Based on Indonesian-Japan Economic Partnership Agreement (IJEPA), Indonesia sends some nurses (perawat) who would be employed either as hospital nurses (perawat rumah sakit) or as care workers for the elderly (perawat lansia). Nurses who work in Japanese hospitals are required to meet Japanese nursing standards, through a competency test of Japanese nursing standards. Defending sovereignty within an island nation is relatively more complex than doing so for a continental state. The number of scattered islands makes straits and seas more penetrable, vulnerable points and targets of asymmetric threats at sea. The aim of this research is to illustrate threats at sea and provide solutions in guarding and monitoring Indonesian coastal borders, which currently require more ships and radar technology as well as other sensing equipment due to longer beaches.
