Private Security And Cctv Surveillance: A Systematic Review Of Function And Performance, Brandon C. Welsh, Eric L. Piza, Amanda L. Thomas, David P. Farrington

Private security personnel play an important but largely overlooked role in the operation of CCTV surveillance to prevent crime in public and private areas. This role can take a number of forms, including active monitoring of cameras. Drawing upon a global database of CCTV evaluations (N=165), this article examines the function and performance of private security personnel as related to the effectiveness of CCTV. Findings indicate that CCTV schemes operated by private security personnel generated larger crime prevention effects than those operated by police or those using a mix of police and security personnel. Policy and research implications are discussed.

Closed-circuit television (CCTV) and body-worn video cameras (BWVCs) have rapidly spread throughout policing. Such widespread deployment has heightened the importance of identifying best practices for both of these technologies. The research community has worked toward the identification of such best practices, with bodies of knowledge emerging for both CCTV and BWVCs over recent decades. Given its earlier emergence, research on CCTV is more developed. Nonetheless, the BWVC literature is quickly becoming robust, with BWVC research developing at a much more rapid pace than research on most other police technologies. Objectives: Through the use of closed-circuit television (CCTV) video foo- tage, the current study builds upon the drug transaction work of Piza and Sytsma by developing a crime script for open-air drug selling.

Methods: Researchers conducted a systematic social observation of CCTV footage of open-air drug markets in Newark, NJ. The data were used to identify sequential stages of drug transactions. Fisher’s exact tests measured whether buyer and seller activities during specific acts of the drug transaction event were related to activities seen in subsequent stages.

This study measures the effect of CCTV in Newark, NJ across three separate crime categories: auto theft, theft from auto, and violent crime. CCTV viewsheds, denoting camera line-of-sight, were units of analysis. Viewsheds for treatment units were created by digitizing live CCTV footage within a geographic information system (GIS). Control viewsheds were created with GIS tools and aerial imagery from Google maps. Treatment cases were matched with control cases via propensity score matching (PSM) to ensure statistical equivalency between groups. Objectives: This study presents a cost–benefit analysis of an intervention pairing proactive CCTV monitoring with directed police patrol in Newark, NJ. A recent randomized control trial found that the strategy generated significant crime reductions in treatment areas relative to control areas. The current study focuses on the financial implications of the experimental strategy through a cost–benefit analysis.

Objectives: This study was designed to test the effect of increased certainty of punishment on reported crime levels in CCTV target areas of Newark, NJ. The experimental strategy was designed for the purpose of overcoming specific surveillance barriers that minimize the effectiveness of CCTV, namely high camera-to-operator ratios and the differential response policy of police dispatch. An additional camera operator was deployed to monitor specific CCTV cameras, with two patrol cars dedicated to exclusively responding to incidents of concern detected on the experimental cameras.

The primary preventive mechanism of CCTV is considered to be deterrence. However, the relationship between CCTV and deterrence has been left impli- cit. Empirical research has yet to directly test whether CCTV increases the certainty of punishment, a key component of the deterrence doctrine. This study analyzes CCTV’s relation to punishment certainty in Newark, NJ. Across eight crime categories, CCTV and 9-1-1 calls-for-service case processing times and enforcement rates are compared through Mann-Whitney U and Fisher’s Exact tests, respectively, with a Holm-Bonferroni procedure correcting for multiple comparisons.
