Youth participants reported satisfaction with services and positive feelings about the smartphone.

The youth participants felt that the smartphone gave them a “voice” and control over the people with whom they wanted to talk.

Certain phone restrictions developed by project leadership were unenforceable.

Youth had certain expectations about the phone and its use but when the phone did not work or was “locked” (e.g., for data overuse) it created friction between the youth and their service provider.

Privatization of the public child welfare system has become increasingly popular since its introduction in the early 1990s. State governments that initiate the privatization of foster care services rationalize the changes with claims of effectiveness and/or increased efficiency of services for children and families. There has been no real focus on identifying what efficiency of the system means for children and their families, nor what aspects of effectiveness focuses on children in foster care. Separation, Visitation And Reunification: Michigan Child Welfare Reform And Its Implications For Siblings, Angela M. Moe, Jessica A. Church

Removal of children from abusive or neglectful families is an unfortunate but necessary aspect of child protective services, and the separation of siblings can be especially traumatic. This paper examines the Dwayne B. v. Snyder Modified Settlement Agreement (MSA), the result of a class action lawsuit regarding the management of the child welfare foster care system by the Michigan Department of Human Services. The MSA contains several mandates regarding the handling of siblings, though various measures of compliance remain unmet. Through field observations and interviews within the Michigan foster care system, we identify several factors prohibiting effective sibling care.

This exploratory study is the first to investigate the attitudes and beliefs of older adolescents in foster care toward the implementation of a child welfare-based natural mentoring intervention designed to promote enduring, growth-fostering relationships between youth at risk of emancipation and caring, supportive nonparental adults from within the youth's existing social network. Six focus groups were conducted with 17 older youth in foster care attending a specialized charter high school for young people in out-of-home care in a large, urban city in the Northeast United States. This study uses secondary data from the Multi-Site Evaluation of Foster Youth Programs, a randomized controlled trial of four independent living programs for youth in foster care.
