Job losses from the COVID-19 pandemic have exacerbated housing insecurity among low-income renters over the past year. Federal, state, and local policymakers have created temporary measures to help reduce displacement among people who have lost their jobs, but there is considerable uncertainty about what will happen when these temporary measures end. To gain insight into how homelessness changes over macroeconomic cycles, we examine changes in homelessness rates from 2007 to 2020. Our analysis focuses on four metro areas that were particularly hard-hit by the foreclosure crisis: Las Vegas, Los Angeles, Phoenix, and Riverside. Despite awareness of the disparities in our child protection system for African American children and their families, including increased removal from parental care and placement in non-family foster care, Minnesota has failed to take action to remedy this inequity. Adoption of the provisions in the African American Family Preservation Act is an essential first step toward creating an equitable and accountable child welfare system for African American children and their families.

In its 2015 landmark civil rights decision in Obergefell v. Hodges, the Supreme Court finally held that the Equal Protection and Due Process Clauses of the United States Constitution guarantee same-sex couples’ marital equality. The Court’s unprecedented declaration that the right to marry is a fundamental right under the Due Process Clause strengthened married couples’ right to privacy because it subjects government actions infringing on marital unions to heightened scrutiny. A system that increasingly stigmatized its recipients only became more stigmatizing with the enactment in 1996 of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) program. This program has been so successful in deterring cashneedy people from applying for assistance that the decline in participation from the start of the program continues-even in times of economic downturn. The study reported here follows 150 impoverished families during the first three years of PRWORA, when the economy was booming. Children who experience homelessness have an increased risk for negative outcomes in several developmental areas (Bucker, 2008). While there are numerous programs that hope to mediate these and other risks by offering services to families experiencing homelessness, there is a paucity of research that addresses how children's psychosocial needs are being addressed in existing programs (Gewirtz, Hart-Shegos, & Medhanie, 2008). In the last forty years since the beginning of the war on poverty, the condition of poor children has improved and the percentage of children living in poverty has declined. Children and their families made the greatest gain when there was a good economy and an increase in government supports. But when such investments shrink, as they have in recent years, progress is impeded. Temporary Assistance to Needy Families (TANF) must be reauthorized by Congress. The legislation now under discussion does not encourage states to replicate programs that have increased work and family income and helped children.

Homeless families face complex challenges when making the transition from welfare to the workforce. By focusing on the experiences of homeless families participating in a Boston-based welfare-to-work program, the multimethod, longitudinal study described in this article explored factors contributing to more successful transitions as well as barriers faced by families having a harder time making the transition.

Nearly 90 percent of the families that were studied left a shelter with a housing subsidy and retained it 6 to 12 months later. Successful employment outcomes after exiting a shelter were more evident for families whose head of household was older, two-parent …

The fundamental structure of the public child welfare system is that of a coercive apparatus wrapped in a helping orientation. Agencies ostensibly having the mission to help are mandated to ask whether parents can be blamed for their child welfare problems, and these agencies have the power to remove children from their homes. Thus, the public child welfare agency has a dual-role structure: On one hand, the agency attempts to engage in prevention and support, and to promote family preservation; on the other hand, it also has the task of investigating complaints against parents and removing children from them.
