This paper applies the emerging concept of ‘relational values’ – values people hold toward their relationships with nature and with each other – and brings attention to the role of community science in enhancing relational ecosystem values. We feature Gouldsboro Shore, Gulf of Maine Research Institute’s (GMRI) coastal flood monitoring, and river herring monitoring and restoration efforts as focal examples. Gouldsboro Shore activates community volunteers and high school students to support the management and resilience of their clam fishery in Gouldsboro, ME. Facing A Care Crunch: Childcare Disruption And Economic Hardships For Maine Parents During Covid-19, Sarah F. Small

Maine Policy Review

Pandemic-related childcare center closures along with virtual schooling forced many Maine parents to juggle their paid work with care responsibilities, often with dire economic consequences. In this article, I examine changes in the state’s childcare landscape and illustrate how the childcare crisis during the COVID-19 pandemic affected Mainers’ economic wellbeing. Using Household Pulse Survey data, I show how care disruptions dampened Mainer’s incomes and their ability to work, placing many in precarious economic situations. I conclude with an investigation of the effectiveness of policy solutions like the Child Tax Credit and further policy suggestions to support childcare in the state.

Socioeconomic pressures require forest management to address the impacts of climate change. However, we must ask, Are current forest policies sufficient to deal with the impacts of climate change? Here, we report on two surveys of forest stakeholders in Maine including woodlot owners and forestry professionals and discuss their perceptions of the barriers to climate change adaptation. We conclude with several policy directions including reevaluating existing policies, expanding incentivebased policies, integrating adaptation efforts into mitigation efforts, and increasing communication and outreach.

In the U.S., the aquaculture industry receives differential support from various publics due to the health and environmental concerns of seafood consumers. Since consumer communication plays a significant role in policy support, understanding how messages about aquaculture should be framed is important. This study investigated the influence of gain vs. loss and near vs. far spatial distance framing on support for aquaculture among seafood consumers in the U.S. The study used a 2*2 experimental design to vary gain/loss and near/far framing among 1052 U.S. residents from all 50 states. By 1965, the Town of Orono’s long history as a lumber town had faded and it had grown into a small university town. Demographically and socially, Orono today demonstrates many of the markers of a university town—from its occupational profile and residency of university employees and students to its growing knowledge-based economy and its evolving downtown of “third places.” But there are differences, too, from a typical university town—for example, in the relative physical isolation of the University of Maine from the rest of the town, and in Orono’s small population compared with the university’s enrollment. The Maine Head Start and Early Head Start Needs Assessment Report 2015 Annual Update presents findings from a broad survey of directors and staff representing the 11 non-tribal Head Start grantees in Maine. This report serves as one source of information from which to assess partnerships and develop a strategic plan for the MHSSCO to enhance collaboration with other Maine early childhood system partners to support families and children in Maine.

In 2012, the 125th Maine Legislature established the Maine Task Force on Franco-Americans. As articulated in LD 1601,1 the purpose of the Task Force was to gather basic Franco American demographic data, investigate various dimensions of the Franco American heritage in Maine, evaluate the current economic and educational cir­cumstances of this population group, and report to the Legislature its findings by the end of the year. The Task Force was to meet four times. LD 1601 called upon the University of Maine’s Franco American Centre to support the Task Force’s work.

Riding ATVs has become a highly visible recreational activity in Maine. During the 2003/2004 season from July 1, 2003 to June 30, 2004 there were 59,057 ATVs registered in Maine to 45,561 separate households in Maine and from outside of Maine. During 2004, the Margaret Chase Smith Policy Center at the University of Maine in conjunction with the Maine Department of Conservation conducted a study to determine the total contribution to Maine’s economy that results from the spending related directly to the purchase and use of ATVs in Maine. We also examined the environmental and economic damages caused by ATVs.
