This guide focuses on transitioning mine action programmes1 to national ownership. The GICHD and United Nations Mine Action Service (UNMAS) commissioned case studies of transition in nine mine/ERW-affected countries to provide the evidence base for this guide. The case studies document programme implementation in very different environments – from least developed to developing countries and from low to very high levels of landmine/ERW contamination. Regardless of context, mine action programmes in all nine countries have achieved significant progress in clearance, stockpile destruction, Mine Risk Education (MRE) and even victim assistance. The Strategy Of The United Nations On Mine Action 2013-2018, Unmas

Affected states, with the support of the international community, have achieved real progress in addressing the threat of mines and ERWs, including cluster munitions. This has been reflected most notably by the drastic reduction in casualties over the last two decades, as well as by increased national capacity, advances in the universalization of various treatises and conventions and enhanced cooperation amongst mine action actors.
Significant challenges remain but these achievements constitute major opportunities to accelerate the realization of a world free of these threats.
