Inclusive Planning To Evaluate Improved Non-Emergency Medical Transportation Services For Patients With End Stage Renal Disease, Jenny Liu, August Benzow
Inclusive Planning To Evaluate Improved Non-Emergency Medical Transportation Services For Patients With End Stage Renal Disease, Jenny Liu, August Benzow
TREC Final Reports
The objective of this project is to design a framework that could be used to evaluate the effectiveness and efficiency of non-emergency transportation services (NEMT) for better livability. In addition to the development of the framework, this project aimed to establish connections between Portland State University (PSU) researchers with regional connections involved in public health research, non-emergency medical transportation, medical services, and medical insurance provision. With the rising costs of transportation and medical costs generally in the United States, it is increasingly important to develop new tools and strategies to reduce these costs while maintaining and improving upon the level …
The Evolving Context Of Mine Action, David Atwood
The Evolving Context Of Mine Action, David Atwood
Global CWD Repository
The purpose of this study is two-fold:
1) To examine the changing nature of arms control and disarmament, focusing on what appear to be a few of the most promising frameworks for tackling the relationship between weapons management and the wider goals of development, security and peacebuilding
2) To reflect that thinking back onto mine action itself.
The study, by providing an overview of the wider context within which mine action is operating, sketches out dimensions that seem of particular relevance to thinking about the future of mine action in an increasingly complex and challenging global context.

National Capacities And Residual Contamination | Liberia, Gichd
Global CWD Repository
This case study forms part of a broader GICHD study on national capacities and residual contamination and is based on both desk-top research and findings from a GICHD mission to Liberia in March 2014. The purpose of the report is to document Liberia’s experience of developing national clearance capacities to address residual contamination, and to identify and present good practices and lessons learnt.
Ending Poverty In Mongolia: From Socialism To Social Development, Richard J. Smith
Ending Poverty In Mongolia: From Socialism To Social Development, Richard J. Smith
Social Work Faculty Publications
While recent literature on social welfare has included Asian countries, less is known about low-income and former socialist countries in Central Asia. This article combines a documentary-historical method with a value-critical approach to analyze Mongolia’s social policy response to poverty. Mongolia is unique in Asia because it transformed from nomadic pastoralism to socialism without a phase of capitalist industrial development. The case study found that Mongolia lost social welfare when it transitioned from socialism, a statist model, to market liberalism and multiparty democracy. In the 21st century, Mongolia has been aspiring to promote social development by redirecting mining revenues to …
Universities Need To Do More To Prevent Heterosexism To Support Lgb Students’ Academic Success, M.R. Woodford
Universities Need To Do More To Prevent Heterosexism To Support Lgb Students’ Academic Success, M.R. Woodford
Clear Language Summaries
Heterosexism can affect lesbian, gay and bisexual (LGB) students’ academic success. Peer-group support and general faculty support do not protect students from the impacts of heterosexism, but is still important. To prevent poor academic outcomes, campuses must have spaces in which students feel safe to come out and heterosexism needs to be eliminated on campus.
An Analysis Of Political And Legal Debates Concerning Medicaid Expansion In Virginia, Rick Mayes, Benjamin Paul
An Analysis Of Political And Legal Debates Concerning Medicaid Expansion In Virginia, Rick Mayes, Benjamin Paul
Political Science Faculty Publications
The Supreme Court’s historic June 2012 ruling regarding the Affordable Care Act (ACA) in National Federation of Independent Business v. Sebelius set the stage for a massive federalism battle over Medicaid expansion in the United States. The original language of the Act was intended to nationalize Medicaid by having every state expand their program’s eligibility to all individuals up to 138% of the federal poverty level. This would have significantly reshaped Medicaid, a joint federal-state health insurance program, into a universal entitlement for all low-income citizens. Currently, Medicaid eligibility varies dramatically from state to state. The Court held that the …

Development Discourse And Practice: Alternatives And New Directions From Postcolonial Perspectives, Paul Donnelly, Banu Ozkazanc-Pan
Books/Book Chapters
Development and aid programs, such as those aimed at promoting economic growth and prosperity in ‘Third World’ nations and transition economies, often arise out of Western and neo-liberal policy ideologies and practices. These programs may, in some cases, provide useful guidelines for restructuring institutional structures and governance mechanisms in nations that have long struggled with poverty, economic instability, health crises, and social and political turmoil. However, a growing number of critical voices are raising concerns over the guiding assumptions and inclusiveness of these policies and programs in their aims to promote economic development and social well-being in non-Western nations. We …

Invisible No More: Domestic Workers Organizing In Massachusetts And Beyond, Natalicia Tracy, Tim Sieber, Susan Moir Scd
Labor Studies Faculty Publication Series
Domestic workers across the country are making it clear that, even in a difficult political environment, it is possible to make gains for low-wage workers. For the first time in many, many decades, domestic workers are finding ways to win. They are creat ing policy change that will improve the lives of hundreds of thousands of workers in tangible and substantial ways. The 2014 Massachusetts Domestic Workers’ Bill of Rights is the most expansive codification of rights for this long-overlooked part of the labor force ever to be enacted. In one sense, there is nothing new about domestic workers organizing …
Human Rights Infringements In Brazil’S Penitentiary System Understood Through Access To Healthcare, Sara Morris
Human Rights Infringements In Brazil’S Penitentiary System Understood Through Access To Healthcare, Sara Morris
Independent Study Project (ISP) Collection
Brazil has a reputation of being home to some of the worst penitentiary conditions worldwide, eventually leading the United Nations to make an appeal to the Brazilian government in 2003 to analyze their systems and make necessary improvements. The poor conditions and lack of access to legal counsel, living space, and specifically healthcare, cause riots and uprisings within prisons that in the past have lead to death of prisoners and guards. Prisons serve a very specific purpose in society, and according to most social theorists that is to reform, not to torture. In Brazil there is no capital punishment, so …

Global CWD Repository
This report includes recommendations that seek to build upon good practice and strengthen systems and processes to ensure mine action efforts not only do no harm, but also bring the maximum possible benefits to beneficiary households and the socio-economic development of Cambodia as a whole. The recommendations, described in detail in the report, include the following:
- improving coordination between mine action and land actors, and their respective prioritisation processes;
- providing land rights training for mine action actors;
- strengthening post clearance monitoring and evaluation; and
- improving the flexibility of current funding modalities.
The Humanitarian And Developmental Impact Of Anti-Vehicle Mines, Gichd
The Humanitarian And Developmental Impact Of Anti-Vehicle Mines, Gichd
Global CWD Repository
Anti-vehicle mines (AVMs) have always had a humanitarian impact, but their significance has often been overshadowed by the higher-profile topic of anti-personnel mines (APMs), and thus the need to address AVMs has been neglected. In some countries, AVMs now present a greater threat to civilian populations than APMs, yet they are often viewed as a marginal issue in international fora. This publication seeks to depict the physical, social, economic and developmental impact of AVMs. AVMs are landmines designed to be triggered by vehicles rather than individual people. They can remain active for decades, and a number of them are difficult …

To Walk The Earth In Safety 13th Edition (Fy2013), Us Dos Pm/Wra
Global CWD Repository
The 13th edition of To Walk the Earth in Safety describes the programs and partnerships that comprise the U.S. Conventional Weapons Destruction (CWD) Program. Since 1993, the U.S. has led the international donor community in reducing the harmful effects of poorly secured, unstable or illegally traded conventional weapons of war. We have contributed over $2.3 billion to more than 90 countries around the world.
This mission resonates with my own experience. I started my career in Afghanistan, where explosive remnants of war had already claimed thousands of lives. I am proud to be in a position to oversee U.S. efforts …

Doing No Harm? Mine Action And Land Issues In Cambodia, Gichd
Doing No Harm? Mine Action And Land Issues In Cambodia, Gichd
Global CWD Repository
Land conflict, tenure insecurity and an inequitable distribution of land are among the most pressing challenges facing Cambodia today. In a country in which most people depend on agriculture, livestock rearing, fishing and forest products for their livelihoods, secure access to safe and productive land is crucial. Yet, over the past decade land conflict has increased dramatically, with one NGO reporting having recorded disputes involving 700,000 people between 2000 and 2012. Land distribution is highly unequal: In 2010 it was estimated that just one percent of the population owned 30 percent of Cambodia’s land.
In addition to land-related disputes, landlessness …

Assessment Of Mozambique's National Capacities And To Manage Residual Contamination, Gichd
Assessment Of Mozambique's National Capacities And To Manage Residual Contamination, Gichd
Global CWD Repository
Mozambique is committed to having completed implementation of its mine clearance obligations under Article 5 of the Anti-Personnel Mine Ban Convention (APMBC) by 1 January 2015. This will, for the most part, marks the end of proactive demining efforts in Mozambique. It is understood that it is always possible that previously unknown mined areas may be discovered after completion has been declared.
With a view to being able to manage residual contamination once completion of international treaty obligations has been declared and pro-active humanitarian demining efforts have ended, Mozambique's National Demining Institute (IND) requested the GICHD to conduct an assessment …

School Choice Demonstration Project
This is the first national study of the productivity of public charter schools relative to district schools. This report is a follow up to the charter school revenue study, Charter School Funding: Inequity Expands, released in April 2014 by the School Choice Demonstration Project at the University of Arkansas. That study was authored by the same research team that crafted this report. In the revenue study, per pupil revenues for public charter schools and traditional public schools (TPS) were compared. The research team found that during the 2010-11 school year (FY11), charter-school students across 30 states and the District of …
Social Actors Fight The Rising Tide Of Hiv In U.S. Southern Poor, Courtenay Sprague, Sara E. Simon
Social Actors Fight The Rising Tide Of Hiv In U.S. Southern Poor, Courtenay Sprague, Sara E. Simon
Center for Peace, Democracy and Development Publications
The greatest number of persons living with HIV in the United States are now living in the South, and they face poorer health outcomes and increased AIDS-related deaths as compared to the rest of the country. The southern United States has a disproportionate share of low-income individuals, with many lacking access to health care and health insurance. Health facilities are also comparatively fewer and more difficult to reach than in other areas of the United States. The impacts of this already poor health infrastructure on low-income people living with HIV in the South can be life-threatening.
This policy brief summarizes …

A Survey Of Urban Agriculture Organizations And Businesses In The Us And Canada: Preliminary Results, Nathan Mcclintock, Mike Simpson
Urban Studies and Planning Faculty Publications and Presentations
This report summarizes the results of an online survey, conducted during February and March 2013, of 251 groups involved with urban agriculture (UA) projects in approximately 84 cities in the US and Canada. This is only a preliminary report. As such, we present descriptive statistics rather than a interpretive analysis of the survey responses. Furthermore, it is important to recognize that these results are not necessarily representative of all urban agriculture businesses and organizations across North America. Nevertheless, these results point to certain trends and patterns that offer rich opportunities for further inquiry.
Our preliminary results reveal that the UA …
Ineffective Assistance Of Counsel Before Powell V. Alabama: Lessons From History For The Future Of The Right To Counsel, Sara Mayeux
All Faculty Scholarship
The doctrinal literature on ineffective assistance of counsel typically begins with the 1932 Supreme Court case of Powell v. Alabama. This symposium contribution goes back farther, locating the IAC doctrine’s origins in a series of state cases from the 1880s through the 1920s. At common law, the traditional agency rule held that counsel incompetence was never grounds for a new trial. Between the 1880s and the 1920s, state appellate judges chipped away at that rule, developing a more flexible doctrine that allowed appellate courts to reverse criminal convictions in cases where, because of egregious attorney ineptitude, there was reason …

Emerging Leaders Program Team Projects
The 34 fellows in the 2014 Emerging Leaders Program worked with community partners to generate the theme, “Learning from Lived Experience: From fresh insights to effective action." Each year, the projects draw upon a theme or lesson from the prior year. Last year and this year, fellows saw how the lived experiences of both their stakeholders and themselves generated nuanced and appropriate approaches to problem-solving. The fellows worked with six community partners, giving their time and professional skills to understand how to frame complex social challenges, engage new partners and resources, and sharpen strategic plans. Two Cambodian demining experts were killed in Battambang province’s Samlot district on Saturday after detonating an anti-tank mine while carrying out clearance work in the former Khmer Rouge stronghold.
The primary cause of this accident is listed as ‘Inadequate training’ because the Victims were apparently cutting undergrowth (grass) in a manner that detonated an anti-tank mine (which is designed to require the weight of a heavy vehicle to detonate). It is uncertain what vegetation cutting tools they were using. It is possible that an anti-personnel mine was placed on top of the anti-tank mine and one victim stepped on the …
