Faculty of Engineering and Information Sciences - Papers: Part A

Creativity training has been recognized in literature as impacting divergent thinking capabilities as evidenced through varied indicators such as idea generation and innovation. This conceptual paper reviews literature on creativity training and examines its impact on organizational performance. Second, it examines the effectiveness of different tools that measure the impact of creativity training. This paper proposes that there is a need to customize measurement of creativity training instead of using generic models. The UAE public sector, focussing on the Dubai Government, forms the context for this paper as it has recently started investing heavily in creativity training programs as part …

Doing It Tough: Factors Impacting On Local E-Government Mmaturity, Peter Shackleton, Linda Dawson

Associate Professor Linda Dawson

As growing numbers of citizens seek to use the Internet to do business, governments across the world have moved into the area of electronic service delivery. For the last decade significant advancements have been made in the area of e-Government. Today, e-Government is often assumed to be wellestablished. However, ongoing support is often missing, particularly at the local government level. The multi-level nature of government often means that citizens are frustrated when accessing services that span many levels of bureaucracy. This paper describes an empirical study which explores the factors influencing local egovernment maturity and identifies the barriers, enablers, priorities …

Faculty of Engineering and Information Sciences - Papers: Part A

Australian government enterprises have shown a significant interest in the cloud technology-enabled enterprise transformation. Australian government suggests the whole-of-a-government strategy to cloud adoption. The challenge is how best to realise this cloud adoption strategy for the cloud technology-enabled enterprise transformation? The cloud adoption strategy realisation requires concrete guidelines and a comprehensive practical framework. This paper proposes the use of an agile enterprise architecture framework to developing and implementing the adaptive cloud technology-enabled enterprise architecture in the Australian government context. The results of this paper indicate that a holistic strategic agile enterprise architecture approach seems appropriate to support the strategic whole-of-a-government …

Statistical Indicators For Local Government Areas: A Case Study Of The Shoalhaven Lga, 1997, Nell Stetner-Houweling, David Steel, Greg Pullen

Professor David Steel

Decision makers and planers need to have relevant and reliable information to give a picture of how different areas are developing economically and socially. However, there is a perceived lack of timely and easily accessible data at the Local Government Area (LGA) level. This study produced a statistical profile of the Shoalhaven (LGA) by developing a conceptual framework, which represents the key economic, social, and population characteristics of the LGA. The statistical data available from the Australian Bureau of Statistics (ABS) at the level of the LGA, was investigated and summarised. Other sources of information available to create a statistical …

Service Quality, Citizen Satisfaction, And Loyalty With Self-Service Delivery Options To Transforming E-Government Services, Akemi Chatfield, Jazem Alanazi

Faculty of Engineering and Information Sciences - Papers: Part A

With the growing recognition of the citizen's role in service demand and self-service delivery, there is an increased impetus on building citizen satisfaction and loyalty with government's e-services. With the global trend in transforming government services through e-government, research on citizen interactions with web-based selfservice delivery options has been recently emerging in IS and e-government literatures. This study aims to contribute to post-adoption research by developing a model of citizen loyalty with government online self-service delivery options. We empirically test the proposed model through an analysis of 402 survey data collected from Saudi citizens/users of e-government transactional services. Multiple regression …

Is Necessity The Mother Of Innovation? The Adoption And Use Of Web Technologies Among Congressional Offices, Kevin Esterling, David Lazer, Michael Neblo

David Lazer

From first paragraph: Communication between legislator and constituents is fundamental to effective democratic representation, and devising the institutional means for citizen/legislator communication stands as one of the core and persistent problems in the practice of democracy. A legislator needs information about the preferences, ideals, norms, and beliefs of her constituents in order to do her job well. Similarly, citizens need information about the actions and decisions of their representative in order to maintain appropriate accountability. But as national problems become more complex, and as the political process grows more and more dominated by experts and organized groups, it is becoming …

Historical Lessons On Id Technology And The Consequences Of An Unchecked Trajectory, Katina Michael, M G. Michael

M. G. Michael

This paper traces the use of identification techniques throughout the ages and focuses on the growing importance of citizen identification by governments. The paper uses a historical approach beginning with manual techniques such as tattoos, through to more recent automatic identification (auto-ID) techniques such as smart cards and biometrics. The findings indicate that identification techniques born for one purpose have gradually found their way into alternate applications, and in some instances have been misused altogether. There is also strong evidence to suggest that governments are moving away from localized identification schemes to more global systems based on universal lifetime identifiers.
