Enter The Age Of Csywar: Some Reflections On An Emergent Trend, Kumar Ramakrishna

New England Journal of Public Policy

This article uses the current Russian-Ukrainian conflict as a jumping-off point for a broader, preliminary reflection on the continuing evolution of war in the digital age. It is the contention here that we are witnessing an emergent phenomenon of what we might call csywar. Intervening states engaged in csywar—best understood as an indirect, hybrid strategy—seek to attain data, infrastructural, and epistemic dominance over the target state. This article discusses various defensive counter-csywar strategies that target states could pursue, such as fostering data, infrastructural, and epistemic resilience internally, and makes the case for developing deterrent counter-csywar capabilities against hostile intervening states.

The operation of school systems during the pandemic deepened long-standing problems of financing, segregation, inequality, and discrimination inside and between countries. This article outlines and collates exemplary clauses from collective bargaining agreements and similar sources, such as guidelines for union negotiators on digitalization in public and private services. Based on the evaluation of agreements and single clauses and their mapping along seven key dimensions of workers’ rights and protection as regards digital technology in the workplace, the research shows that collective bargaining provides clear added value in the absence of legal provisions and by complementing and tailoring existing regulation to sectoral and workplace specificities, new emerging risks, and other challenges. This article is a synopsis of and set of recommendations emerging from a research project commissioned in 2009 and culminating in a working paper published in May 2010 by the Corporate Social Responsibility Initiative of the Mossavar–Rahmani Center for Business and Government at Harvard University’s John F. The Tech Apprentice program was designed to provide Boston Public School (BPS) students work-based learning opportunities within information technology (IT) departments across a diverse array of industries for seven-week, paid summer internships. A robust technology internship program encourages BPS students to pursue IT-related post-secondary degrees. Tech Apprentice has expanded from 25 student placements in the first summer to 123 who were employed in 2012, and the program has placed over 600 students in internships since the program launched in 2006. 98% of graduates attend colleges and 78% are pursuing an IT-related degree.

Background

Antidepressant (AD) use has been purported to increase the risk of breast and ovarian cancer, although both epidemiological and pre-clinical studies have reported mixed results [1]–[6]. Previous studies in a variety of biomedical fields have found that financial ties to drug companies are associated with favorable study conclusions [7].

Methods and Findings

We searched English-language articles in MEDLINE, PsychINFO, the Science Citations Index and the Cochrane Central Register of Controlled Clinical Trials (through November 2010).
