TO INCREASE MATRICULATION TO LRE

Across the nation, students with emotional and behavioral disabilities are disproportionately educated in restrictive environments, wherein many students are likely to remain for the duration of their educational careers. The low matriculation rates back to the least restrictive environments is often an issue of inequitable or deficient systems and practices. This paper examines the root causes of a low matriculation rate at two Partnership Schools in the Mid-Atlantic region of the United States.
