Traditional publishing is based on ownership, commerce, paid exchanges, and scholarship as a commodity, while library activities are based on a service model of sharing resources and free exchange. I believe library publishing should be based on those values and should not duplicate or emulate traditional publishing. University presses have mixed views of library publishing, and libraries should not adopt those attitudes. Library publishers are not gatekeepers; their mission is dissemination. Libraries need to publish because traditional publishing suffers from high rejection rates, required surrender of intellectual property, long production schedules, high cost of products, and limited dissemination. The internet has profoundly changed how we produce, use and collect research and information for public policy and practice, with grey literature playing an increasingly important role. The authors argue that grey literature (i.e. material produced and published by organisations without recourse to the commercial or scholarly publishing industry) is a key part of the evidence produced and used for public policy and practice. Through surveys of users, producing organisations and collecting services a detailed picture is provided of the importance and economic value of grey literature. Assuming that students no longer read printed handouts, many librarians have stopped producing printed handouts after observing the piles of paper that remain after library sessions. Libraries have transitioned comfortably to providing online access to handout information via subject and course guides, and now need to make a more complete transition to making them mobile. Although only four in ten college students own a tablet, 75% own a smart phone, and over a third of students intend to purchase either a tablet or a smart phone in the next six months. This study report assesses the free availability of scholarly publications during the 1996 to 2013 period. It is the largest scale measurement of open access availability performed to date: a sample of one-quarter of a million records was used to study the historical evolution of open access (OA) between 1996 and 2013 and a larger, one million records sample was used to perform an in-depth assessment of the proportion and scientific impact of OA between 2008 and 2013 in different types of OA, for different scientific fields of knowledge, and for 44 countries, the EU28, ERA, and the world.

Managers of institutional repositories are offered much advice, from national organizations (like SPARC) and promoters of movements like Open Access or products like Creative Commons licenses. This presentation is about how Nebraska's IR has succeeded despite not following the advice offered by experts, publishing consultants, and "thought leaders" in scholarly communications.

The advice generally offered includes: 1.Use open source software 2.Expect faculty to self-archive 3.Seek campus “mandate” or deposit policy 4.Promote author-rights addendum 5.Provide funds for gold OA fees 6.Participate in Open Access events 7.Promote Creative Commons licenses 8.Require peer review for original publishing and 9.Assign all possible identifiers.

The number of scholarly documents available on the web is estimated using capture/recapture methods by studying the coverage of two major academic search engines: Google Scholar and Microsoft Academic Search. Our estimates show that at least 114 million English-language scholarly documents are accessible on the web, of which Google Scholar has nearly 100 million. Of these, we estimate that at least 27 million (24%) are freely available since they do not require a subscription or payment of any kind.
