Project Animate: Promoting Student Civic Participation Through Latino Voter Mobilization - Ollas Report No. 6, Jonathan Benjamin-Alvarado

This project sought to expand voter outreach and mobilization of new registered and Latino voters through a series of activities in the greater Omaha metropolitan area. Following the successful development of a voter mobilization project undertaken in the 2006 election cycle, this project conducted door-to-door canvassing activities utilizing students to distribute nonpartisan voter information and engage in “get out the vote” activities with new Latino registered voters.

What Should Michigan Be Doing To Promote Long-Run Economic Development?, Timothy J. Bartik

This paper argues that Michigan can take cost-effective actions to significantly improve the primary state economic development goal: higher per capita income of Michigan's residents. Higher per capita income of Michigan's residents can be achieved through state policy actions that use cost-effective means to either lower the marginal costs of businesses that expand in the state, or boost the skills of state residents. In this paper, I offer eight ideas for how to lower marginal business costs and boost skills. Four of these ideas focus on lowering marginal business costs. Four other ideas focus on boosting skills. Complexity, Cofactors, And The Failure Of Aids Policy In Africa, Eileen Stillwaggon

Global AIDS policy still treats HIV as an exceptional case, abstracting from the context in which infection occurs. Policy is based on a simplistic theory of HIV causation, and evaluated using outdated tools of health economics. Recent calls for a health systems strategy – preventing and treating HIV within a programme of comprehensive health care – have not yet influenced the silo approach of AIDS policy.

Evidence continues to accumulate, showing that multiple factors, such as malnutrition, malaria and helminthes, increase the risk of sexual and vertical transmission of HIV. Moreover, complementary interventions that reduce viral load, improve immune response, …

This paper describes the completion of a "comprehensive study of regionalism" that was conducted by a joint team of economists and economic development specialists for the Economic Development Administration (EDA). The project consisted of two main activities: an examination of the factors associated with economic development success and the creation of a practical interactive tool for EDA project assessment and comparison. Findings from surveys, interviews, and project case studies are discussed in terms of their support for a positive relationship between successful economic development efforts and factors such as leadership and private investment. A novel effort to reinvent the innovation ecology of the Charlotte region is described. The methods and approaches are particularly relevant for restarting both local and global economies. Addressing requirements for faster innovation and more diverse innovation cycles, the research enterprise of the University of North Carolina at Charlotte, the Charlotte Research Institute, the University Research Park, and a diverse collection of partners are working together to recast university research models and research park paradigms. Singapore and Hong Kong share many similarities in their growth experiences and challenges. Both were traditionally entrepot economies and service hubs for their hinterlands – China for Hong Kong, and the Association of Southeast Asian Nations (ASEAN), in general but Malaysia and Indonesia in particular, in the case of Singapore. The two economies have gone through major structural changes over the years in response to changes in the global economy and in their relationships with their respective hinterlands. The changing relationships with their hinterlands play a crucial role in driving their external economic policies.

The purpose of this report is to evaluate the current underlying economic conditions in Benton County, Arkansas as they relate to the growth in the valuation of residential property values. First, the economic section provides some details of employment and population growth during the last two years. The second section discusses residential sale values and how they have changed from 2007 to 2008. Data from the Office of the Benton County Assessor and from the Arkansas REALTOR Association are used to demonstrate the change in property valuation.

Regional water systems are a primary conduit of water supply for much of South Dakota’s rural and small community populations. As of 2006, greater than one-third of South Dakota’s population was served by water supplied from regional water systems, and when Lewis and Clark Rural Water delivers water to Sioux Falls, over one-half of South Dakota’s population will be served by regional water systems. Greater than 75% of incorporated communities with public water supplies are served by regional water systems, either as bulk communities or as individual customers. Central Maine Power Company (CMP) proposes to invest in a significant upgrade to much of its high voltage transmission system in central and southern Maine in order to increase reliability in the future and to meet Federal standards for the nation’s electricity grid. The project, known as the Maine Power Reliability Program (MPRP) is expected to cost an estimated $1.5 billion and to be implemented over the four year period from 2009 to 2012.

What Proportion Of Children Stay In The Same Location As Adults, And How Does This Vary Across Location And Groups?, Timothy J. Bartik

This paper provides new information on what proportion of individuals spend their adult work lives in their childhood metropolitan area or state. I also examine how this proportion varies across different demographic groups, and with the size and growth rate of the metropolitan area. I find that the proportion of individuals who spend most of their adulthood in their childhood metropolitan area is surprisingly high. Furthermore, this proportion does not go down as much as one might think for smaller or slower-growing metropolitan areas, or for college-educated persons. We use a regional input output (IO) framework and data derived on waste generation by industry to examine regional accountability. In addition to estimating a series of industry waste-output coefficients, the paper considers a series of methods for waste attribution, and practical use for policymakers. The paper first considers perspectives on attribution of domestic waste generation using basic Type I and Type II industry multipliers, and also compares these with multipliers derived from a trade endogenised linear attribution system (TELAS) which permits a greater focus on private and public final consumption as the main exogenous driver of waste generation in …
