This paper, prepared for the Department of Public Administration, discusses policy in botanic gardens in regard to development and management of living collections and the potential implementation at the Las Vegas Springs Preserve. Review of the literature and study of policy from other institutions has resulted in recommendation of policy for the Preserve. Its basic contents describe the purpose and need for collections policy, examine the elements of collection policy, characterizes the types of living collections to be held at the Preserve, and outlines the objectives of these collections. The summit of Cadillac Mountain, located in Maine's Acadia National Park, can be reached via three hiking trails and a scenic auto road. This site attracts over an estimated two million visitors per year. Most of this visitation is concentrated from Memorial Day to Labor Day. The sensitive sub-alpine nature of the site, coupled with high visitation rates, has created a scenario where significant vegetation and soil damage occurs. For the most part, the Killarney National Park (KNP) currently disseminates information to visitors in paper format and by word of mouth in a non-coherent fashion. Society as a whole is moving towards an Information Age delivered through an electronic medium. Non-governmental organizations (NGOs) have become influential development actors in the developing world over the last two decades and are becoming increasingly involved in “sustainable” activities. However, there has been little attention given specifically to how NGOs impact sustainable development through particular development activities such as tourism and if the organizations themselves are sustainable. Therefore, the purpose of this thesis was to address this shortcoming in the development literature by undertaking a comprehensive study that analyzed the role of NGOs in the tourism sector in Belize.
