Major urban public transportation agencies in the United States are often under pressure to engage stakeholders in order to improve both the legitimacy and effectiveness of their transit systems. Based on qualitative methods of directed content analysis, this dissertation answers three related questions: (I) How do internal organizational qualities affect stakeholder engagement? (II) How do external socioeconomic factors affect stakeholder engagement? and (III) Does stakeholder engagement lead to better performance? Using a most similar comparative case study design, this research studies stakeholder engagement in five major urban public transportation agencies (Denver, Oklahoma City, Seattle, Portland, and Memphis). The paper focuses on the differences in transportation systems between the United States and Vienna, Austria. Research shows that women have been an overlooked group of people within cities. Due to this, cities have not been designed for them and an example of this is transportation. Some cities like Vienna, Austria have made it their mission to create gender-equitable cities. To better understand this problem women were interviewed who had experience in the Viennese and American systems to analyze the differences. This report analyzes the Southern Nevada employment ecosystem by utilizing occupational clusters recognized by the U.S. Department of Labor. The first section examines occupations in the tourism industry using three occupational clusters: hospitality and leisure; arts, audio/video technology and communications; and the transportation, distribution, and logistics. Next, this report utilizes the Las Vegas Global Economic Alliance’s 2022 Workforce Blueprint to identify the top 15 in-demand occupations for Southern Nevada and occupational clusters. In San Bernardino, California, poverty, minority populations, and low-skilled individuals all exceed national rates. This research explored how a cheap and reliable means of transportation would facilitate access to job opportunities that would otherwise be relatively expensive for this disadvantaged population to access. Research has documented the benefit of public transportation in communities where public transportation is pivotal in helping disadvantaged populations access job opportunities. Transportation infrastructure, such as highways and interstates, creates a barrier that can physically limit access to those living in adjacent neighborhoods, a phenomenon known as community severance. In addition to creating a physical disconnect, these infrastructures can leave residents feeling socially isolated and excluded from the rest of the community. This qualitative single-case study focused on social exclusion and community severance and problems arising from the U.S. transportation network, addressing the development of the interstate system and its possible impacts on communities. The emergence and rapid growth of Transportation Network Companies (TNCs), such as Uber and Lyft, has challenged the transportation industry by offering a new mode of transportation to consumers. It is imperative that transit agencies and cities understand the effect of TNCs on public transit usage to make informed decisions. This study analyzes the impact of TNCs on Bay Area Rapid Transit (BART) ridership at the San Francisco International Airport (SFO) to measure the effect of TNCs on public transit. This thesis explores barriers to widespread adoption of electric vehicles and proposes possible policy solutions. It analyzes main barriers including awareness, upfront cost, and range anxiety, as well as existing policy solutions, and a detailed case study examining policy differences in high adopting versus low adopting states. Awareness and eduction surrounding electric vehicles and their capabilities, financial incentives and market mechanisms for reducing costs, and charging infrastructure and efficiency improvements are examined. I examine whether Uber and Lyft are currently complements or substitutes of public transit, and how partnerships between cities and ride sharing companies can increase their complementary relationship and solve parking and mobility issues. The results suggest that transportation network companies (TNCs) like Uber and Lyft do not have a statistically significant effect on public transit ridership overall, but are complements of public transit for certain populations. Policies that give discounts for TNC rides taken to and from transit stops help solve the first mile / last mile problem, which consequently help increase transit ridership.

This dissertation examined transportation grants provided to states under the American Recovery and Reinvestment Act of 2009 (ARRA). Some states acquired more grants and utilized them in a timelier manner than others. This dissertation examined why this is the case, utilizing System Theory and Resource Based Theory as the intellectual framework. Human resource and financial resource capacities were viewed as the principal drivers of success and studying this managerially controllable variables underpin the analysis.

The 34 fellows in the 2014 Emerging Leaders Program worked with community partners to generate the theme, “Learning from Lived Experience: From fresh insights to effective action." Each year, the projects draw upon a theme or lesson from the prior year. Last year and this year, fellows saw how the lived experiences of both their stakeholders and themselves generated nuanced and appropriate approaches to problem-solving. The California Global Warming Solutions Act, also known as Assembly Bill 32 (AB 32), was passed in 2006 to reduce California emissions to 1990 levels by 2020. Senate Bill 375 (SB 375) was passed in 2008 to support AB 32's emission goals. SB 375 aims to reduce emissions from transportation and land use by assigning regional per capita emission targets for 2020 and 2035. This study seeks to test Hirsch's second ghetto thesis in the city of Baltimore, Maryland. Hirsch suggested that the role of government, public policies, and administrative discretion were responsible for the re-segregation of African Americans into second ghetto communities in Chicago. Many scholars have used Hirsch's framework to explain ghetto formation. This investigation seeks to extend the literature in several ways. However, recent research on Pacific Northwest forest policy, U.S. state tobacco policy, and U.S federal auto efficiency policy have found no punctuations despite an attempt to do so.
