Disasters can strike any population, but research has shown that poor, disabled, medically underserved people and children are more adversely affected than the general population. This qualitative descriptive case study aimed to understand better nonprofit organizations' (NPO) impact on vulnerable populations during disasters. Data was collected through semistructured interviews with representatives of NPOs from a southeastern city in Pennsylvania whose clients are vulnerable populations. This qualitative case study was based on Weisbrod’s theory of government failure. The 4Cs of communicate, collaborate, coordinate, and cooperate were investigated through semistructured interviews and a review of secondary data. The research questions were designed …

Lack of funding resources, inadequate staffing, poor capacity building, and difficulties in attracting individual donors are problems for small Black-led nonprofit organizations. Black women lead a majority of nonprofits in low socioeconomic and under resourced neighborhoods and have deep connections with and cultural awareness of community needs. However, little is known about how Black women leaders of nonprofits employ effective strategies to overcome funding and staff capacity challenges. The present study explored how gender quota policy plans hindered and supported the access of female board members serving on the board of directors of their nonprofit organizations. The gender organizational theory guided the theoretical framework of this study by exploring how gendering organizational processes replicated, challenged, and reproduced gender perceptions of women in caregiving roles rather than leadership roles. The qualitative phenomenological approach explored the lived experiences of 6 female board members from 6 different nonprofit organizations on gender quota policy plans. This dissertation is an exploratory analysis of a government policy tool− contracting out social welfare services with nonprofit organizations− that aims to identify how contracting relationships between public and nonprofit managers influence the contract management process. The theoretical framework draws on the government-nonprofit relationship literature, especially studies that rely on resource dependence theory and agency theory. Most evaluation capacity building (ECB) approaches use staff training as the method to build evaluation capacity (EC) in organizations. ECB has rarely been understood and empirically studied at the organizational level. The present study fills this gap by using an organizational learning perspective. Specifically, the study was a response to the following research question: do organizations with high EC differ from organizations with low EC in terms of OLC? Previous research finds modest levels of engagement in policy advocacy by charitable nonprofits, despite legal regulations permitting nonprofit advocacy and the significance of public policy to nonprofit constituencies. This paper examines nonprofit involvement in policy advocacy using survey data from Boston, Massachusetts. Nonprofit participation in policy advocacy is associated with professionalization, resource dependence, features of the institutional environment, and organizational characteristics such as size and mission. Drawing from population ecology theory, we examine an additional aspect of organizational mission: whether a nonprofit serves a specialized or general population. Despite the many benefits associated with policy advocacy, many nonprofit organizations do not lobby. Recently, scholars have called attention to the possibility that the vagueness and ambiguity of the term lobbying may hinder policy advocacy activities, though few studies have systematically explored the relationship between nonprofit professionals' perception of this term and political activity. This study explored the social construction of the term "lobbying" by examining nonprofit leaders' beliefs, attitudes, and behaviors surrounding lobbying activities. Participants reported having a strong aversion to the term "lobbying" and preferred alternative language to describe their political activities. Implications for practice and research are …

This dissertation is an empirical analysis of a government policy tool--registry of civil society organizations--targeted toward civil society, how civil society and nonprofit organizations respond to the policy tool, and how it influences the development of civil society. The theoretical framework is based on concepts from literature on mapping civil society, policy studies, nonprofit studies, and development studies. The analysis is based on data collected through administrative and legislative documents and 82 interviews with nonprofit leaders in Ecuador and Colombia, South America.

Research on the structure and distribution of power in the United States has focused mostly on the relative power of business, and has largely neglected the nonprofit sector. This is despite evidence that points to the emergence and growth of large-scale, bureaucratic, and elite-led nonprofit organizations. When the political role of the nonprofit sector has been examined, it has come predominantly from two sets of literature: the civic engagement/social capital tradition or the interest group tradition. Changes in nonprofit accounting standards and practices have spearheaded a quiet revolution in financial management practice in social agencies and the delivery of human services during the past three decades. These changes have gone hand-in-glove with other changes in the political arena to dramatically transform the ways in which human services are organized and delivered. At the core of this transition has been the movement from fund to enterprise accounting, together with such larger political developments as the expansion of grant-based relations with government into the performance management environment of purchase of service contracting.
