Challenges Confronting Metropolitan Portland's Transportation Decision-Making Regime, Sheldon Edner, Sy Adler, Peter B. Morris

In this paper we discuss the structure and dynamics of this consensus process through an exploration of a series of challenges to the regime. These challenges include: (1) cultivating new sources of project finance, as the federal government reduces its contribution; and (2) integrating transport projects with regional and local land use plans designed to manage urban growth; in the context of (3) intensifying competition between -business centers within the region, as rapidly growing suburban areas seek transport projects that will facilitate locally-oriented economic growth. This report summarizes the results of a partial evaluation of the 1988-89 Drug Abuse Resistance Education (DARE) effort implemented in all sixth grades in the Nashville, Tennessee, Metropolitan Public School system by trained instructors from the Nashville Metropolitan Police Department. In early civics lessons Americans are taught that theirs is a system of participatory government, that one person's vote does have meaning, and that by making views known to representatives they will be acted upon. They are taught about the governmental process, the steps involved in legislation, the function of the judicial and executive branches, and the means of political participation. Seemingly in order to demonstrate its concern with huge trade deficits, Congress passed the Omnibus Trade and Competitiveness Act of 1988. While the object of the legislation is ostensibly to reduce trade deficits and enhance American competitiveness, the new statute actually responds to all sorts of pressure groups. This report examines the impact of the new trade law on a multitude of government agencies.

American businesses are making adjustments to the global marketplace. Politically, the big question is whether or not the Cold War is finally ending. Can the United States successfully shift key resources to the civilian economy? Will the lower military demand lead to a worldwide recession or will it free up resources for a period of stronger growth? There are signs of a potential slowdown in the short term. In the long term, open markets seem to be prevailing, with three dominant clusters emerging: Europe, U.S./Canada, and the Pacific rim.

This article analyzes patterns of GOP campaign finance with an eye to the light they can shed on the future of the Bush administration. After flashing back to 1980 and 1984, it presents a detailed statistical breakdown of who contributed to whom in the 1988 GOP primary, based on a large and carefully constructed sample of top corporate executives and investors. The Dole campaign emerges as especially important for the clues it provides about the opponents of major changes in U. S. policy toward Eastern Europe and the USSR.

When state governments first addressed the land use issue in the late 1960s and the early 1970s, environmental concerns dominated the debate. During this period a number of states established regulatory mechanisms for bringing certain kinds of development under state review. Owing to the departure of the mill industry from rural New England, many small towns have suffered erosion of their economic base. These towns and villages face a declining population, vacant mills, and an aging workforce. Monroe, Massachusetts, is an example of the problems of rural reindustrialization. This article concludes that state intervention is required for the restoration of productivity.

Does the timely treatment of mental illness result in a drop in the cost of health care, and if so, what is the cost effectiveness? This study provides an overview, synthesis, and analysis of the medical offset effect. It demonstrates that a medical offset effect does exist and the size of the effect is significant. A behavioral model provides a precise method for ascertaining the dimensions of medical offset and an explanation of the underlying causal relationships. The offset effect for an important population group is analyzed through the use of Medicaid patient data from Georgia and Michigan. This clear, …
