For the last two decades, federal legislation and Massachusetts’ state ABE policies have linked adult learners’ educational outcomes to performance systems and accountability requirements. These outcomes, represented as ‘goals’, reflect an emphasis on return-on-investment strategies and outcome-based accountability measures. Greatest emphasis is placed on that subset of adult learners’ goals that are easily measured, attainable, and that are associated with public outcomes. This dissertation, in contrast, seeks to understand the goal setting process from the perspective of learners and local ABE stakeholders. This paper considers a 1996 Reformulated Gasoline program, where gasoline emissions were regulated in California, to observe the effects on infant health indicators. I use a cross-county analysis to find significant effects from the policy that suggests an improvement in birth weight, gestational length, and infant mortality.

The Affordable Care Act’s dependent coverage mandate extended young adults’ parental coverage to age 26. I study the expansion’s impact on young adults’ labor market outcomes using a control function method. Following the expansion, I find dependent coverage lowered labor force participation, lowered incomes, and mixed evidence regarding labor supply.

In recent years, there has been an intensifying campaign by some stakeholders regarding concern over genetically modified (GM) foods in the U.S. As a result, the issue of labeling has entered into the federal agenda. This research uses Query Theory to provide a deeper understanding of the demand for GM foods and the preferences for GM policy. Query theory is first applied to the formation of hypothetical bias in the estimation of consumers’ willingness-to-pay. Designed as a three-article style dissertation, this study was developed to first assess literature and data related to veteran outcomes following active duty service. Secondly, this dissertation sought to determine the best approach for measuring changes in veteran outcomes as a function of the policy process, which resulted in the development of a new methodological approach, Event Outcome Analysis based on Event History Analysis. Nearly 25 years since its passage, the Ontario Class Proceedings Act has become one of the most frequently debated procedural mechanisms of its kind. The CPA came about following the release of the Attorney Generals Advisory Committee (AGAC) Report in 1990. None of the current narratives explain how this Report pulled together so many divergent interests where previous attempts had failed. My thesis answers this question with reference to the historical sources and the legal, political and social changes that took place throughout this period.

The long history of racism has created cultural barriers that prevent some Black Americans from seeking cancer treatment. Fatalism, physician mistrust, low levels of social support and self-efficacy, are the most cited cultural barriers in the literature. Black Americans’ religious beliefs and church involvement have historically helped them in their struggle against racism. A quantitative and a qualitative comparison studies examine the role of Black cancer survivors’ religious beliefs in their fight against cancer. This dissertation consists of three essays related to my research on environmental policy, emissions leakage, and public policy. In the first essay, I address how open economies respond to environmental policy instruments under uncertainty. I develop a dynamic stochastic general equilibrium model for a small open economy (SOE) and evaluate the macroeconomic fluctuations in response to cap-and-trade, pollution tax, and emissions intensity standard under two shocks: productivity and terms of trade. My findings suggest that cap-and-trade policies are most effective in dampening the macroeconomic volatility from productivity shock. What explains public support for social welfare policies? The extant literature on this topic suggests that people’s attitudes are mainly a reflection of their political ideology and economic self-interest. However, this explanation fails to recognize the role that the public sector plays in influencing individuals’ social welfare policy preferences. The literature, with few exceptions, also does not thoroughly acknowledge how national context alters people’s attitudes. Data from 23 national samples in Europe, North America, Eastern Asia, and Oceania taken from the 2006 ISSP are examined using multilevel regression. This study explores a series of events that occurred in the spring of 1876. The relationship between the Indianapolis city government, the Marion County Courts, the Indianapolis Police Department, and the African American community came together to usher in changes never before envisioned. The Indianapolis Police Department (IPD) was formed in 1855, then disbanded 12 months later in a political dispute. From 1857-to-1876, the IPD was all white. These changes took place as the Reconstruction era was coming to a close. The first Ku Klux Klan was at its apex, terrorizing black communities, and Jim Crow was coming into its …
