The Effects Of Ageing On Colombian 'Shoe Polish' Mines, Colin King

This study examines the failure mechanisms that might occur within the so-called ‘Shoe Polish’ mine, which was improvised by the FARC insurgents in Colombia. Since this device shares many of its characteristics with other mines (both manufactured and improvised), the principles are likely to be far more broadly applicable. In fact, many elements of the analysis are likely to apply to all forms of mechanically-fuzed ammunition.

Handicap International has drawn up these recommendations to support stakeholders involved in creating and updating National Action Plans on Victim Assistance throughout the period 2010-2014 in accordance with the Cartagena Action Plan and other international humanitarian and human rights standards. These stakeholders include countries affected by mines/explosive remnants of war (ERW), survivors, disabled persons’ organizations (DPO) and other civil society representatives, international organizations and countries committed to international cooperation.

The EC Anti-Personnel Landmine Regulation of 2001 mandated evaluations of EC Mine Action strategy every three years. The first report was a Global Evaluation published in 2005, but this report forms one part of the 2008 evaluation by regions and covers Latin America, 2002-2007.

Total EC funding for mine action in Latin America in the period 2002-2007 was about 8 million euros, roughly 2% of the EC total world wide budget for mine action.
