Portland’S Transportation Wallet: How Pricing Parking Can Create New Mobility Options, Sarah Goforth

The Transportation Wallet is one of Portland’s newest parking and transportation demand management (TDM) strategies, designed to reduce parking demand while simultaneously offering new mobility options by bundling transit and bike share passes into one consumer product. Two of Portland’s managed parking districts have elected to add a surcharge to the cost of on-street parking permits, a portion of which is used to subsidize the cost of the Transportation Wallet. Residents and employees in the parking districts are eligible to purchase the Transportation Wallet at a fraction of the retail cost. As an added incentive to increase parking supply, people …

Leanne Serbulo presented a timeline of civil rights struggles in Portland, Oregon, at a public history roundtable at the Oregon Historical Society commemorating the fiftieth anniversary of the 1968 Fair Housing Act. In this record of her presentation, Serbulo documents milestones in dismantling racial discrimination between 1949 and 1990. For this timeline, Serbulo researched Metropolitan Human Relations Commission (MHRC) records held at the Portland City Archives and traces how the commission navigated the process of improving race relations in the city and Multnomah County. In 2015, 78% of Detroit's city council was African American--the highest percentage in the country. For decades, there had been an assumption in the academic and activist fields that a legislative body with such a high percentage of minority presence would produce incredible policy gains for that group (i.e. African American Detroiters). Instead, the council passed no Black racial policy. In a city where there were ostensibly no barriers for passing racial policy -- there were no subsequent policy gains. Though running contrary to existing scholarship, Detroit is not an anomaly; it is an indicator of the larger trend.

From unprecedented rainfall and flooding from Hurricane Harvey in Houston, Texas, to ravaging wildfires and devastating mudslides near Santa Barbara, California, cities across the U.S. are grappling with how to better prepare for and recover from catastrophic natural disasters. The Institute for Sustainable Solutions is spearheading an initiative to make it easier and more affordable for Portland homeowners to construct a second house on their property—increasing housing options in a city with some of the fastest rising rents and lowest vacancy rates in the nation.

Called “accessory dwelling units” or ADUs, these small backyard homes can be used by family members or rented out to others in the community. They provide more affordable housing options while reducing pollutants that cause climate change.

Oregon’s Senate Bill 90 (SB90), signed into law and effective as of July 1, 2017, requires the Oregon Office of the State Chief Information Officer (OSCIO) to draft a proposal for an Oregon Cybersecurity Center of Excellence (CCoE). SB90 specifies that the CCoE must include information sharing and incident response support functions, and liaise and participate in cybersecurity initiatives nationwide; the Center also bears responsibility for drafting both a Cybersecurity Strategy and Cyber Disruption Response Plan. The Antecedents Of Local Government Service Delivery Under Crisis Conditions: The Case Of Khon Kaen Province, Thailand, Sirisak Laochankham

The aim of this research is to understand local service delivery in Thailand's post-2006 national political crisis. The researcher collected qualitative data in four municipalities in Khon Kaen Province. The analytical framework covered five moderating variables: political institutions, civic engagement, political leadership, governance, and political economy. The results were mixed. Local service delivery suffered from weakening electoral mechanisms, suspended local autonomy, weakened civic participation and policy networks, insecure local administrators, worsened central-local trust, and the detrimental effect on local economies. Adult foster homes (AFH) are small, residential settings that are licensed to provide assistance to older persons or adults with disabilities. These settings may offer a home-like setting in which residents’ independence, personal choice, and decision-making are promoted. Homes may be licensed for one to five residents and must be staffed 24-hours daily to respond to residents’ scheduled and unscheduled needs or requests. Adult foster homes offer a variety of services, including daily meals, housekeeping and laundry, assistance with personal care needs, medication administration, monitoring of health conditions, communication with residents’ health care providers, and social and recreational activities.
