In the study of government accountability, there have long been arguments about which model is superior. These arguments, which are largely made by those in the performance and political accountability camps, state that their particular model is the best, and indeed only legitimate approach to ensuring accountable government. At the same time, there is growing research in policy tools but little in how accountability models and policy tools are linked in policy design.

As interest in urban agriculture sweeps the country, municipalities are struggling to update, code to meet public demands. The proliferation of urban livestock—especially chickens, rabbits, bees, and goats—has posed particular regulatory challenges. Scant planning scholarship on urban livestock focuses mostly on how cities regulate animals, but few studies attempt to characterize urban livestock, ownership and management practices in the US in relation to these regulations. Our study addresses this gap. We investigate relationships between environmental governance and water quality in two adjacent growing metropolitan areas in the western US. While the Portland, Oregon and Vancouver, Washington metro areas share many common biophysical characteristics, they have different land development histories and water governance structures, providing a unique opportunity for examining how differences in governance might affect environmental quality. We conceptualize possible linkages in which water quality influences governance directly, using monitoring efforts as a metric, and indirectly by using the change in the sale price of single-family residential properties. African youth face deep challenges in attaining success in the USA today. Opportunities for academic and economic success are limited, constrained by today’s neoliberal conservatism in public policy and facing a harsh environment for getting a foothold in employment. This report documents the risks such youth face for becoming gang-involved, drawing forth original quantitative and qualitative study of risk factors and perspectives of key local and national leaders on community needs, assets and ideas for service supports that are likely to protect African youth, and help them reach adulthood with their futures intact.

In May 2014, the MYC hosted young people at our first Youth Summit for Transit Justice. In this youth-led process, we brought together youth from across the county and adult policy-makers to address our region’s transit issues. It was an important step for building youth-adult partnership to improve transit access for young people in Multnomah County. In this report, we report on the Transit Justice Summit and the youth perspective on transit fares, access, and the importance of transit justice for the success of all youth in Portland and Multnomah County.
