The mechanics of interaction between science and policy in the context of complex policy spaces has remained a subject of scholarly debate. Recent focus is shifting towards promoting science-policy interfaces as spaces for integration of science into decision making. However, the question of what these spaces are and how they function remains a puzzle. While existing literature agrees on the apparent disruption of communication between knowledge generation and policy; or offers suggestions on factors that facilitate or inhibit communication, it often fails to present a comprehensive understanding on the mechanisms of actual interchange. The United States is losing the competition for global power to China, especially on the African continent. This thesis aims to analyze opportunities for the United States to take advantage of China’s withdrawal from Ethiopia in order to develop relations with the quickly growing country and influence the country toward democratization. This author found that while democracy is not likely, through increasing relations with Ethiopia’s prime minister, the United States has an opportunity to push for increased individual freedoms for Ethiopians. The author relied on open-source information and strategic analytic techniques often employed by the U.S. intelligence community.

Ethiopia suffers from a medical shortage or brain drainthat has severely affected its already fragile health care system. The country has a very low physician-to-population ratio,whilemany in the medical community continue to leave in great numbers. Aphenomenological approach was used in this study to explore the lived experiences of medical doctors who have left Ethiopia, with contemporary migration theory serving as the conceptual framework. In Ethiopia, 17% of pregnant women ages 18-49 are malnourished and have low awareness of prenatal nutrition, which may relate to increasingly high rates of maternal and infant mortality. The purpose of this mixed methods research study was to determine the effects of a community-based prenatal nutrition education intervention program on maternal nutrition knowledge and attitudes in the Alaje district of Ethiopia. The theoretical framework was Sen's capability theory of poverty, in which opportunities can lead to well-being and promote economic development. Since the 1970s Ethiopia has experienced a massive increase of International Non-Governmental Organizations (INGOs) in its territory. The multiplication of these INGOs seems to be the result of the activities of both international donors and governments in Ethiopia. International donors considered INGOs as efficient, flexible or adoptive to the needs of the community and more trustworthy than government agencies in implementing development projects. International donors also believe that the proliferation of INGOs in Ethiopia will stimulate the growth of political democracy and trade liberalization. In response to the limited guidance on the topic of transition to national ownership, the GICHD commissioned nine country case studies in 2011 to highlight different contexts, processes, challenges, good practices and lessons learnt from the process of transition to national ownership.

Based on lessons learnt and the good practices highlighted in the case studies, the GICHD, in collaboration with UNMAS, produced a Guide to Transitioning Mine Action Programmes to National Ownership.

EMAO (Ethiopian Mine Action Office) is a large demining organisation, with growing capabilities, that has performed increasingly well since its establishment. Its demining operations have made a substantial contribution to the resettlement and rehabilitation efforts in the war-affected districts (woredas) of Tigray and Afar, delivering significant socio-economic benefits for those regions and promoting Ethiopia's post-war recovery. NPA assistance is well targeted and relevant to EMAO's existing and future needs. While NPA has experienced some start-up problems, it has been able to manage these to control slippage. This evaluation was commissioned by the United Nations Mine Action Service (UNMAS) via the United Nations Office for Project Services (UNOPS), which issued a request for proposals to eight organizations on September 2, 2004. On the basis of these proposals, the Geneva International Centre for Humanitarian Demining (GICHD) was selected to conduct the evaluation. GICHD fielded a four member evaluation team, led by an independent consultant, to complete the assignment.
