This research assumes that various forms and scales of lockdowns and social distancing measures have limited local decision-makers’ ability to reach out to communities as part of their mandatory annual participatory budgeting processes. Building upon this proposition, this article assesses Nepal’s local budgeting process of 2020 to understand the degree to which it succeeded (or failed) in incorporating citizen’s voices in the annual handbook of local public policies and budgets. The state of Vermont faces increasing risk of costly damage from catastrophic flooding events as climate change increases the frequency of heavy rains and cumulative precipitation. In addition to increasing flood inundation risk, extreme precipitation events are leading to high rates damage from fluvial erosion—erosion caused by the force of floodwater and the materials it carries. As in all U.S. states, flood hazard governance in Vermont is shared by multiple levels of government and involves a complex compliance model that relies on local governments to regulate private property owners to achieve community, state, or federal goals.

Argentina’s new non-binary ID cards (DNI in Spanish) were highly celebrated when they were announced in July 2021 via a presidential decree. Government agencies had until November 18th to update systems and databases to include the new gender marker “X.” But that didn’t happen, so those with the non-binary DNI are unable to access essential services. The Argentine government cited the national 2012 Gender Identity Law, which guarantees a DNI that fully reflects a citizen’s gender identity, as the basis for the measure. Many employees working in social services are exposed to workplace violence (described in Andersen, et al., 2018) and bullying (discussed in Whitaker, 2012). The workplace violence paper showed not only that up to three-fourths of social workers are exposed to violence at work, but that organizational structures and dynamics set the stage for violence to occur. Settings where staff lacked role clarity and predictability, and where emotional demands, role conflict, and work family conflict were high, also were associated with more threats and violence among employees and by clients. Head Start (HS) is federally funded early childhood development program that provides services, including daycare and parenting classes for low-income families. However, debates exist over its efficacy in improving child development outcomes throughout the child’s life course. This research aimed to review the evidence that Head Start improves parenting skills, which, in turn can foster improved health through a systematic review of recent empirical literature on Head Start and parenting. The age-adjusted death rate from drug overdoses in the United States per 100,000 individuals rose from 6.8 in 2010 to 17.1 in 2018. The most common explanation offered is the deaths of despair hypothesis. We identify additional factors that have contributed to the rise in drug overdose deaths in cities and counties. Methods: We utilize a period fixed effects model with a multi-variate panel data set for 94 independent cities and counties in Virginia for the period 2008 through 2017. The Arkansas National Guard Tuition Assistance (NGTA) program was created to recruit and retain Arkansas National Guardsmen by providing college funding regardless of Armed Services Vocational Aptitude Battery (ASVAB) test scores. The funding provided up to 100% of tuition costs at any Arkansas public college or university and was effective between Fall 2017 to Fall 2019. The approval process included collaboration between the Arkansas National Guard Education Office, the Arkansas Department of Higher Education, and the institution of higher education Guardsmen attended.

The galvanizing public murder of George Floyd and the disproportionate impact of COVID-19 on Black and Hispanic people have put structural racism and its influence on wealth inequality in the U.S. into stark relief. As multiracial groups express outrage at these visible disparities, we risk missing the other side of the coin: that wealth inequality in turn fans structural racism. Moreover, as they reinforce each other, these two factors erode the social, economic, and political viability of our democracy.
