Homes serve as a central function of our everyday lives, they are where most Americans spend a significant amount of time and money. The quality of our homes can impact our health. Poor housing can cause and contribute to preventable diseases and injuries, such as the development or exacerbation of asthma, neurological deficits, cardiovascular diseases, and cancer. According to the American Housing Survey (2013) approximately 5.8 million homes, of 132 million homes in the United States, are in moderate to severe physical disrepair, with rental housing being at a disproportionate burden. A review of the history of housing in Ireland shows that owner occupancy and social housing were policy choices by successive governments. Owner occupancy was heavily supported through a system of grants and tax breaks and social housing was directly provided through local authorities at subsidised rents. In recent years policy has changed and tenure neutrality is now guiding the government’s attitude to housing. The University of Wisconsin-Milwaukee Employment and Training Institute prepared a Head Start Community Needs Assessment for Centro Hispano of Milwaukee, with a detailed study of conditions impacting schools, families and children in the neighborhoods in the southside target area served by the agency and collecting information on the special needs of Latino youth populations in Milwaukee County. The data are used to improve the planning for and delivery of education and social services to children living in poverty. Problem: Given Cleveland’s prominence in the foreclosure crisis, discussions surrounding demolition, rehabilitation, and stabilization are particularly active and passionate in the region. It is surprising, though, that the role of historic preservation isn’t more thoroughly explored, both in Cleveland, and beyond. To fill a near void of empirical research, this paper offers a systematic investigation of the relationship between residential historic preservation and foreclosure. Research Strategy: This research brings together parcel-level foreclosure filing data and parcel-level program data of the Heritage Home Program of The Cleveland Restoration Society. Researchers have indicated that there are no formal guidelines for placing convicted transgender felons in the United States in correctional facilities and addressing their post-placement medical care and treatment. The problem is that inappropriate placement may lead to the discrimination of transgender offenders; it may also put them in situations that threaten their safety. Attorneys are legal advocates assigned to defend and protect the rights of their clients during the trial and sentencing phase when correctional placement is determined. Nonprofit organizations often work in partnership with government agencies to empower low income people in the housing market through government subsidized mortgage loans.
