Capabilities Perception Of Well-­‐Being And Development Effort: Some Evidence From Afghanistan, Jean-Francois Trani, Parul Bakhshi, Cécile Rolland

This paper examines the relationship between capabilities, well-being and the impact of development efforts in Afghanistan. Using data from a nationally representative survey, we argue that very vulnerable groups maintain a positive perception of well-being by referring to collective values and practices. Our data suggest that deprivation of individual basic capabilities does not systematically lead to a low perception of well-being if individuals have access to other capabilities such as love and care and participation in the community affairs. Among his pathbreaking works are his lectures on the economics of inequality (Sen, 1973), his article on the axiomatics of poverty measurement (Sen, 1976), and his book on anti-poverty policy in the context of famines (Sen, 1981). [Excerpt] Most of the policies intended to affect urban employment are not specifically employment policies nor are they specifically urban. Rather, the amount of urban employment, the composition of that employment, and the returns from it are determined by a whole host of policies. To review them all in a short paper is an impossible undertaking. The criterion by which I decided which policies to consider is policy-relevance, asking which set of policies is apt to have the largest impact on employment.

A decade of deliberations on the problems caused by conventional weapons has resulted in various international legal instruments. Based on the precedents established through more than a decade of efforts to implement the Anti-Personnel Mine Ban Convention, there is consistency amongst these instruments. Different legal instruments, but with a uniform approach as concerns assisting victims and survivors of landmines and other explosive remnants of war, present certain opportunities. These opportunities concern ensuring coherence, closer cooperation and efficiency, ultimately with a view to achieving the greatest impact on the ground in affected communities.
