Between 1948 and 1990, the Inter-University Case Program (ICP)—named during its early years “The Committee on Public Administration Cases” (CPAC)—published five case books and 170 individual studies of government policy-making and administration. The Program was created by educators who had spent over three years working in Washington wartime agencies.
