How Big Is Your Share Of Government Debt?, Dean D. Croushore

In evaluating the government's financial position, taxpayers need to account not only for its debt, but also for its ownership of tangible assets. Each taxpayer has a share of the government's net worth that is positive; however, the share was larger 10 years ago. While the real net debt tripled, this huge rise in government indebtedness generated no similar gain in government assets. Taxpayers will be paying interest on this debt with little hope of higher future returns from government assets to help pay it off. It is recommended that the government adopt a capital-budgeting system. This system would change …

Discussions have drawn attention to the relationship between strategy and structure for much of the last quarter century. Yet, no firm basis has emerged to settle the issue of causal direction or to affirm the relationship's effects on organizational performance. By adding a new dimension to the strategy-structure model, this article attempts to conceptually link long-term performance with (a) the presence of subunits having distinctive competence in strategic planning and (b) the coordination of these differentiated subunits into a discernible micro-structure embedded within the overall organization. Evaluating Corporate Average Fuel Economy Mandates: An Exploratory Cost-Benefit Analysis, Hans G. Schmeits

Vehicle fuel economy has become the object of intense government regulation in the last two decades. In 1975, Congress legislated Corporate Average Fuel Economy (CAFE) standards for all new cars produced after the 1978 model year. Today, Corporate Average Fuel Economy regulations are being criticized as overly strict in an era of falling gasoline prices. This study provides an assessment of the costs and benefits of the controversial CAFE program and empirically analyzes its effects.
