This article discusses one librarian’s experience with the Participatory Budgeting process in New York City. It includes information about how New York’s Participatory Budgeting process works, as well as Participatory Budgeting’s principles, and some discussion of how libraries have utilized PB. In addition, it includes discussion of how librarian skillsets can be especially useful for participatory budgeting.

From the big screen to one’s living room, popular media has the power to influence how people in the 21st century perceive history, politics, and culture. With Colombia as one of the US’s closest allies in Latin America, this project examines the representation of Colombia and its people by American-made media through a two-step process. The first step analyzes four US presidential administrations and their corresponding foreign policy. The second step dissects a sample group of 16 films and television series on Colombia to correlate foreign policy with the evolving US-Colombian relationship and unveil further themes and methods that give …

Government organizations’ focus on public service provides a fertile ground for conflict due to competing interests and goals. Conflicts exist and persist because of workplace pressures such as unstable political climates, budget restrictions, technological advances, a diverse workforce, disruptive change, and organizational transformation. Although typically risk-averse, these organizations need flexible and adaptive leaders who exhibit the appropriate behaviors in the best interests of the organization and the community. This paper seeks to provide Biblical perspective on social and cultural reform. At the time of this writing, much upheaval in the form of a pandemic, race riots, political protests have been manifest both within America and abroad. From Ideological Resource To Financial Asset: The Evolving Relationship Between Youth And The State In Putin's Russia, Eleanor Schmid

This thesis identifies four periods of Russian youth policy, and discusses how President Vladimir Putin's approach to youth and youth issues is markedly different than that of previous heads of state, and that it has evolved even within his tenure. My content coding analysis of the Federal Agency for Youth Affairs' 2013-2025 Strategy identifies the main values the Russian government seeks to impart upon youth, and my analysis of public opinion surveys of youth provides evidence that there is a connection between the 2013 Strategiia and youth attitudes and values.

Small-Family Mindset: An Analysis Of The Impact Of China's Family Planning Policies On Family Culture, Sarah Ansley Croft

This thesis examines the impact of China’s family planning policies on women’s attitudes towards family culture and the implications on China today. The family planning policies began in the 1970s as an emergency measure intended to create a short-term voluntary small-family culture by decreasing fertility rates. My research, comprised primarily of primary and secondary qualitative sources, discusses the development and implementation of the policies, the economic reforms beginning in the 1980s, and their joint effects on fertility rates, sex ratio at birth, women’s liberation, and changes in family culture, particularly in rural areas. Human Resources (HR) scholarship often frames aligning and supporting firm strategy as a foundational goal for HR executives. Strategic alignment is heralded with enabling better decision making and increasing companies’ chances of success. Yet the literature on HR executives’ alignment with executive strategies often lacks input from the most important source: HR leaders themselves. Drawing conclusions from interviews with six HR executives, this paper illustrates how HR executives view their role within executive leadership, how they attempt to align with firm strategy, and how they cooperate with and challenge other executives as they attempt to work on behalf of employees. …

A successful large-scale cyberterrorism attack has never been conducted against the United States, yet cyberterrorism is a real and evolving threat. The United States assumes a largely defensive posture toward the thousands of daily cyberattacks conducted against the country, allowing cyberterrorists to probe and execute cyberattacks with broad impunity. The United States would most likely respond to a successful large-scale cyberterrorism attack within a framework of regulations concerning physical acts of terrorism since no policy exists on how to respond to major cyberterrorism attacks. AbstractHispanics in Illinois make up 17.5 % of the population yet are disproportionately represented in state government, composing only 6.5 % of the workforce. Unequal representation deprives ethnic and underserved groups of participating in program and policy decisions that provide communities opportunities. Hispanic leaders have expressed their concerns and dissatisfaction to state legislators and actively requested equity in the state’s workforce. However, there were no studies that examined the perceptions of Hispanic community leaders in Illinois regarding solutions to address this disparity. This dissertation examines Nobel Prize Laureate Hayek's ominous warning that economic liberty in the U.S. is at risk, due to regulations, of becoming an unplanned administrative state. The research seeks to understand the effects of regulations on business performance and how to right-size them for a healthy business environment. These objectives are accomplished with two papers: (1) a macro cross-discipline literature review and call for research on the impact of regulations on business performance, and (2) a qualitative grounded theory study from interviews from elite business executives on their perspectives on the impact of regulations on business performance.
