Fostering Civil Public Dialogue Through Collaboration: Opportunities For Extension, William A. Warren

The Journal of Extension

This article addresses the issue of incivility in public policy debates by pointing to citizen collaboratives as an alternative that promotes civil dialogue. Collaboration forums bring together those having diverse and often opposing interests to craft solutions to public policy issues intended to advance all parties’ interests in an atmosphere of mutual trust, mutual learning, and respect. Extension has a role to play through engagement with collaboratives to build community capacity and advance community and ecological sustainability. Examples of Extension involvement and the potential success that collaboratives can achieve is presented.

Illegal gold mining is a controversial activity. It provides livelihoods for rural communities in gold-rich areas and contributes to poverty alleviation; however, it also creates environmental devastation, losses to state revenue and often triggers social conflicts. Various eradication efforts have been made, ranging from persuasive approaches to harsh law enforcement involving the military and police, yet this illegal activity continues. This qualitative study aims to find and propose workable solutions to eradicate this activity, particularly in Indonesia. This paper aims to analyze the perception of involved actors toward collaboration and investigate conditions that motivate actors to collaborate in delivering public services. This study uses pragmatic philosophy that utilizes qualitative data collection. Despite the government as the leading service provider, non-state actors' involved in planning, organizing, and evaluating service delivery. By conducting a focus group discussion, providing an open question survey, and analyzing relevant news, this research emphasizes that public service providers and communities involved in public service delivery perceived collaboration as working with others or cooperating and achieving common goals. Since 1989, the Dutch Charity Lotteries have provided multiyear unrestricted funding, a type of grantmaking that is fairly unique for the Netherlands, to a wide range of nonprofits at home and abroad. This article shares insights into how unrestricted grantmaking influences the relationship between funders and grantees, specifically highlighting how staff at a sample of grantee organizations experience collaboration with this large social enterprise. It discusses hidden and invisible power dynamics that exist in the relationship, even when there are few formal restrictions on grantees’ spending.

In 2014, the S. D. Bechtel, Jr. Foundation embarked on the National Character Initiative to support organizations seeking to advance character development among youth. The initiative sought to promote lasting change by focusing on building grantee capacity that was based largely on grantee priorities.

This article highlights key findings from an evaluation of the foundation’s approach to the initiative by elevating the perspectives of grantees, foundation staff, and field experts who served as consultants. Over the last several decades, the number of wildlife-vehicle collisions in North America has significantly increased, driving substantial loss of human life and wildlife and economic costs. The most effective wildlife-vehicle collision mitigation is wildlife crossing structures (undercrossings and overcrossings), with some studies suggesting they can reduce wildlife-vehicle collisions by 97% when paired with wildlife exclusion fencing. However, cost, funding, jurisdiction, land ownership, and local support are limiting factors in constructing these crossing structures.
