The social construction of terrorism in the public sphere naturally limits and directs logical policy options. In the United States, media are a primary vehicle for the construction of social problems and accompanying policy solutions, as much of public discourse takes place in media narratives. News media play a major part in political communication, both between government and governed as well as among different segments of government.

This thesis examines the National Advisory Commission on Civil Disorders’ (Kerner Commission) investigation from 1967 to 1968 of the urban violence that occurred throughout the late 1960s in the United States. The study focuses on the process by which the Kerner Commission’s research and investigation became the conclusions and recommendations found in the Final Report they produced. For purposes of analysis, three sections of the commission’s research and findings were examined—the relationships between urban violence and racism, the police and minorities, and the press and urban violence. In 2002 Massachusetts voters passed a voter initiative that changed the way children who are not fluent in English are taught. The initiative overturned the state’s requirement for “transitional bilingual education,” through which children are gradually transitioned, usually over a three-year period, from instruction in their native language to instruction entirely in English. Transitional bilingual education was replaced with “sheltered English immersion,” which places children with little or no English-language fluency in classes where almost all instruction is in English, with the expectation that they will move to regular English-only classrooms after one year.

Film tourism encompasses the interest, investment and influence that exported media products can contribute to cultural globalization, and subsequent visitation of a nation. The Korean Wave or Hallyu wave has been studied and commended for its rapid spread and growing popularity within Asia and more recently, on a more global scale. By comparing and contrasting the methods used by the Korean government to enhance Hallyu, with several trade deals made by the US government to support Hollywood, we can see how the effects of film tourism were directed towards modifying perspectives on Korean culture.
