A wise society looks after the well-being of its citizenry. In order for there to be a wise society, though, many or most of its citizenry also must be wise since they create the society. But the society must educate its citizens to be wise.

This article seeks to understand the status of the animal and its relation to biopolitics in postcolonial fiction. Going beyond and against Graham Huggan’s notion of “postcolonial exotic”, the analysis of the relation between human and animal is twofold: first, describe and interpret the mechanisms of power, and second, show how the figure of the beast which is at the center of political struggle and social conflict makes more complex the understanding of the “discipline and punish” in postcolonial contexts. With the decline of traditional agriculture and extraction industries, many small towns in the Southeast US are facing challenges of economic decline and looking for alternative development trajectories. The city of Millen in Jenkins County, Georgia is one of such small towns. With the discovery of a large Civil War heritage resource, Millen’s administration became interested in developing the town’s tourism potential. However, the community possesses neither the resources nor knowledge to develop and promote this potential. Access to water from San Antonio Creek was critical in Claremont’s growth from a small stop on the Santa Fe Railroad to an agricultural powerhouse and an elite college town. While Claremont has sought to distinguish itself from surrounding communities since its founding in 1882, the innovative Pomona Valley Protective Association (PVPA) aligned Claremont with the City of Pomona and its other neighbors in a scheme to conserve the Creek’s resources at the turn of the century. Humans have congregated in urban areas for millennia, but the way in which people have viewed the cities they live in has varied greatly over time. The nineteenth century brought extremely rapid changes in the interactions between people and space, especially in urban areas such as the Austrian capital of Vienna. The experience of Viennese inhabitants during this period is typical of what historian Reinhart Koselleck described as a “denaturalization of historical temporalities,” in which “the relations of time and space have been transformed, at first quite slowly, but in the nineteenth and twentieth centuries, quite decisively.” This rapid transformation …
