The focus of this research is Virginia’s Secondary Highway Construction System funding allocations and its impact on statewide deficient lane miles reduction. The research question guiding this study is: “Which of the four allocation models -- the current Secondary Highway System allocation model or one of three alternatives of this model based on Brian D. Taylor’s geographic equity categories (outcome, opportunity, and market) best maximizes statewide deficient lane miles reductions?” Taylor defines each of these geographic equity categories (independent variables for this study) for all levels of government. After the September 11 terrorist attacks on the U.S., the National Commission on Terrorist Attacks Upon the United States recommended that The TSA and the Congress give priority attention to improving the ability of screening checkpoints to detect explosives on passengers. As the legality of the TSA’s full-body scanner program continues to be debated, the federal government is investigating the next generation of airport screening technology. The privacy debate centers on the Department of Homeland Security’s use of full-body scanners to screen passengers at the nation’s major airports.

The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Specifically, access to efficient and affordable energy services is a prerequisite for achieving the Millennium Development Goal (MDG) relating to poverty eradication.

A Low-Carbon Energy Blueprint for the American West (Martz Summer Conference, June 6-8)

The future of the planet may depend upon our ability to increase energy supplies even as we reduce carbon emissions. This conference will address how a low-carbon energy program might evolve with a particular focus on the American West. It will focus on the future of energy in the West--on a “managed transition” to a different energy mix, on the need to nest this effort in a framework that acknowledges interconnections, and on identifying the most salient opportunities to consider the legal, political, financial, and technical challenges.

Case Study: University At Albany Develops A Guide To Examine Commuting Behavior And Patterns, Catherine T. Lawson, Mary Ellen Mallia, Chris Franklin, Benjamin Fischer, David Hogenkamp, Matt Ryan

The University at Albany conducted an examination of campus commuting patterns and behaviors over an eighteen month period. The components included a review of existing options, the development of GIS maps indicating origin points of commutes, a survey of campus perceptions of barriers to using alternative transportation and on-time tracking of mass transit offerings. The study revealed that the success of alternative transportation is hindered by limitations in bus routes and frequency in scheduling, the need for commuters to make additional trips outside their commute route and a distrust of bus reliability.

This research project examined the feasibility of a bike share program as an effective form of alternative transportation at Bridgewater State University. Bike share models were developed, first, by brainstorming with key members of the BSU campus and surrounding community. Next, three New England colleges with bike share programs were explored to determine how they structured their programs and overcame their challenges. Lastly, the BSU community was surveyed to assess potential interest and usage in bike sharing. Access to private transport is a critical component of the modern industrialized world but it is also recognized as a major source of carbon dioxide emissions, one of the global warming gases contributing to climate change. This paper looks at increased use of subcompact cars as a key component in developing a sustainable transport policy. These cars benefit the environment by emitting reduced levels of carbon emissions due to their smaller engines. With approximately 90% of the world's goods shipped via cargo containers, it is vital for the security of these containers to be complete and effective. However, given the volume of containers transiting U.S. seaports, the task of providing complete security is complicated and, arguably, impossible. Nevertheless, the data analyzed throughout this study indicates that the current container security paradigm can be enhanced to accommodate the significant workload. The research conducted throughout this study provided perceptions that were indicative of a security environment that can be and must be improved.
