Decision science provides tools and methods to support strategy design and operations in housing and community development by generating guidance regarding the number, type, location and development process of housing units in order to balance objectives such as social benefits and costs, tenure mix and equity. These decision models address the needs of multiple stakeholders, reflect the public and private nature of housing, and incorporate best-available evidence regarding markets, policies and impacts of housing and community development. Affordable Housing Within A Post-Welfare State: The Case Of Toronto, Dave Guyadeen

This paper examines the firsthand effects of the federal government’s Affordable Housing Initiative on the City of Toronto. A series of in-depth interviews were conducted with key housing stakeholders within the housing sector, including representatives of the City of Toronto and Toronto Community Housing, as well as affordable housing advocates. The findings reveal that despite the introduction of the Affordable Housing Initiative, Toronto’s affordable housing system has experienced an increased reliance on the private sector and the perpetuation of temporary solutions that fail to address the affordable housing crisis in the city.

The focus of this paper is on the house price stress test (termed ALMO) that was designed to assess the fiscal strength of Fannie Mae and Freddie Mac and, if necessary, to trigger remedial action in order to avert a crisis. We assess whether the ALMO stress test was an adequate representation of an extremely weak housing market, given the best available information leading up to the Great Recession. A Monte Carlo simulation model is developed to estimate the severity of low probability events (i.e., severe house price declines). The recent economic downturn has presented many challenges to local communities and policy- makers. Foreclosed properties, job losses, and other challenges that local residents face can threaten the economic viability of local communities. Another consequence of the economic downturn is decreased government budgets, forcing policymakers to make decisions about how to allocate scarce resources effectively. When making decisions about local and regional policy, it would be useful to know how local characteristics contribute to the decisions residents make about whether to remain in a local community or to relocate. Growing concern about poverty in the late 1960s produced two sweeping legal revolutions. One gave welfare recipients rights against arbitrary eligibility rules and benefit terminations. The other gave low-income tenants recourse when landlords failed to repair their homes. The 1996 welfare law exposed the welfare rights revolution's frailty. Little noticed by legal scholars, the tenants' rights revolution also has failed, and for broadly similar reasons.

Withholding rent deliberately to challenge landlords' failure to repair is unduly risky for most tenants in ill-maintained dwellings: either moving to better housing is a better option or the risk of retaliation is too great. …
